SUMMARY: This is a professional, administrative, and supervisory position coordinating the City’s Code Compliance Department to work closely with the Building, Planning, Community Development, other City departments. To plan, direct, manage and oversee the activities and operations of the Director of Code Compliance including administration, operations, planning and development; to coordinate assigned activities with other County departments, municipalities, and outside agencies formulating best practices; and to provide highly responsible and complex administrative support to the Director.

Exercises direct supervision over Code Compliance Officers, staff, supervisory, technical and clerical staff.

  • Demonstrates commitment to Team Destin and our mission, vision, values, and goals and represents the city in a professional, dignified manner always both in actions and appearance.
  • Contributes to the development and accomplishment of home teamwork-plans.
  • Assume management responsibility for all Director services and activities including administration, operations, planning; recommends and administers policies and procedures.
  • Coordinate Code Compliance activities, including assisting as needed local law enforcement direction of traffic specifically when it comes to City owned public properties during major holidays, peak seasons, and emergency management services, plan training for Code Compliance Officers, prepare and present staff reports and other necessary correspondence.
  • Serves as the first line of contact for Code Compliance Officers with questions related to city ordinances and land development code.
  • Oversees initial field training orientation for newly assigned Code Compliance Officers.
  • Develops, plans, and implements long- and short-term strategic plans, goals, and objectives for the department evaluates performance and effectiveness of current services, programs, and systems in relation to growing needs of the Consolidated Government; and identifies and implements needed changes, modifications and/or enhancements.
  • Interprets and applies Consolidated Government codes and ordinance for enforcement of the property maintenance code; oversees compliance with local, state and federal codes, regulations, and standards; coordinates related data collection and analysis.
  • Plan, direct and coordinate, through subordinate Sr. Code Compliance Officers, meet with management staff to identify and resolve problems; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures.
  • Manage and participate in the development and administration of the Director’s budget; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; direct the preparation of and implement budgetary adjustments, as necessary.
  • Select, train, motivate and evaluate Code Compliance personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the Director; implement improvements. Participate on a variety of boards and commissions; attend and participate in professional groups and committees.
  • Review completed Code Compliance investigations for thoroughness, reliability, and methodology; determine whether investigations should be reopened, continued or terminated; conduct periodic review of case handlings.
  • Participate in planning and organizing activities to accommodate major problems impacting the city including building, planning, and community development.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Receives and responds to inquiries and concerns regarding activities and initiatives for areas of assignment; communicates with department directors and staff, elected officials, developers, contractors, government agencies, neighborhood, civic, and environmental organizations, media representatives, and the public; provides information and answers questions regarding inspection, permitting, and licensing activities and programs.
  • Conduct special investigations and direct investigations involving internal departmental audits and affairs.
  • Serve as Acting Director as required.
  • Perform related duties as assigned.

Qualifications

Education and Experience: Bachelor’s degree from an accredited college or university with major course work in police science, political science, criminal justice, public or business administration or a related field; five (5) years of work experience in a municipal, state, or federal government setting; minimum of three years of administrative and supervisory responsibility.

Licenses Or Certifications

  • Florida Association of Code Enforcement (FACE) Levels “I”, “II”, “III” certifications desired. All certifications should be obtained within two years of employment. Parking Enforcement Specialist (for civilians) certification.
  • Possession of, or ability to obtain, an appropriate, valid Florida Driver’s License.
  • Any combination of experience and training that would likely provide the required knowledge and abilities will be considered.

Knowledge, Skills And Abilities

Knowledge of… organization and management practices as applied to the analysis and evaluation of policies and operational needs; modern and complex principles and practices of program development and administration; procedures, methods and techniques in Code Compliance, principles and practices of organization, administration and personnel management; principles and practices of budget preparation and administration; principles of supervision, training and performance evaluation; pertinent Federal, State, and local laws, codes and regulations; principles and procedures of record keeping and reporting; planning and zoning, construction terminology, and code enforcement is desirable.

Ability to…analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals; analyze situation and adopt effective courses of action, often in stressful and emergency situations; interpret and apply Federal, State, and local policies, procedures, laws and regulations; effectively administer a variety of activities; select, supervise, train and evaluate assigned staff; prepare and administer a budget; gain cooperation through discussion and persuasion; respond to requests and inquires from the general public; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work including but not limited to County and other government officials, community groups, the general public, and media representatives.

Must be physically able to operate a variety of essential job-related machines and office equipment. Must be able to move or carry essential job-related objects or materials.

A successful candidate may be required to submit to and pass a background check prior to the appointment. Depending upon the position and/or assigned department, the background check may include but is not limited to civil and criminal history check, reference check, Live Scan, and/or credit check (as allowed under state law).
