What are the responsibilities and job description for the Director of Recreation position at City of Dover, New Hampshire?
The City of Dover is seeking a Director of Recreation to perform highly responsible administrative and professional work managing and overseeing all City of Dover Recreation facilities and programs. This individual will oversee policy development, program planning, administrative assignments, budgeting, staff selection and supervision, facility scheduling, and overall program coordination.
This is a full-time, exempt, 40 hour per week position. $1,507.20 to $2,182.80 per week. Closing date to apply is June 14, 2024.
DUTIES AND RESPONSIBILITIES (Except as specifically noted, the following functions are considered essential to this position. The listed examples may not include all duties found in this class):
1. Manage and oversee operations of all City of Dover Recreation facilities and programs.
2. Provides leadership and guides the development and implementation of community recreation programs.
3. Schedule and conduct various recreation special events throughout the year.
4. Responsible for public outreach and the marketing and development of sponsorships involved with running special events and programming.
5. Responsible for oversight of the McConnell Center, Dover Indoor Pool, Jenny Thompson Outdoor Pool, Dover Senior Center, and Dover Ice Arena operations.
6. Responsible for reporting, monitoring, and coordinating facility maintenance needs in cooperation with the Community Services Department.
7. Work with and support relevant advisory boards and community groups as needed.
8. In conjunction with Planning Department Master Plan development, responsible for identifying, promoting and implementing a vision for community recreation needs as derived from community input.
9. Organize, maintain, and administer the personnel policies and procedures of the city and the department, including interviews, recommendations for hiring, performance reviews, acknowledgment of good performance, disciplinary action, and termination.
10. Develop and manage the operating and capital improvement budgets for the department.
11. Responsible for developing a vision for the community recreation needs in conjunction with community input.
12. Develop, establish, maintain, and enforce safety rules and regulations; develop, organize, and conduct safety drills.
13. Establish and maintain necessary and appropriate records of operations and activities, warranties, inspections, tests, and repairs.
14. Coordinate the planning and management of any contracted programming, including contract development, cost analysis, and record keeping.
15. Respond to public inquiries about recreation programs made by telephone, correspondence, or in person.
16. Promote interest and provide information regarding recreation programs to school officials, other recreation officials, community service groups, other departments, and the general public.
17. Establish and maintain effective working relationships with employees, other departments and agencies, and the general public.
18. Participate in workshops, training, and networking with others in the Recreation profession, attend meetings and conferences locally and nationally, and review public recreation industry-related materials to remain up to date regarding industry trends and practices.
19. Maintain familiarity with and execute safe work procedures associated with assigned work.
20. Perform related work as required.
KNOWLEDGE, SKILL AND ABILITY REQUIREMENTS: Considerable knowledge of sports, recreation and leisure activities for all ages. General knowledge of public pool, ice arena, sport fields, parks, playgrounds and general facility operations and maintenance. Ability to plan and successfully implement recreation program services and activities. Ability to effectively express ideas in oral and written form. Ability to lead and instruct others in techniques and methods used in various work related activities. Ability to write reports and maintain accurate records. Ability to plan and implement curriculum. Ability to effectively supervise personnel. Ability to understand and carry out oral and written instructions.
EDUCATION/LICENSURE/CERTIFICATION REQUIREMENTS: Bachelor's degree with emphasis in recreation, physical education or a related area. Graduate degree in related field preferred. Ten years’ experience in recreation programs development and implementation with progressive supervisory responsibility. Valid Driver's license. Certification in First Aid, CPR and water safety instructor desirable.
The minimum requirements listed above may be satisfied by having any equivalent combination of education and experience which demonstrates possession of the required knowledge, skills and abilities. Position requires flexible hours. Individual will be required to participate in meetings and supervise many events at varied hours and days of the week. Said schedule will be varied based on season and needs.
