Education and Experience: A Bachelor's degree or higher in chemistry, biology, microbiology, engineering or related field, and four (4) years experience involving environmental control activities under mandated regulations, industrial pretreatment, industrial wastewater treatment, or environmental wastewater programs with a national or state water or wastewater regulatory agency.
Licenses and Certificates: Texas Class "C" Driver's License or equivalent from another state.
General Purpose
Under direction, administer and review industrial wastewater pretreatment program policies and procedures, and associated activities, and supervise a technical staff.
Typical Duties
Administer industrial pretreatment program. Involves: Manage and supervise industrial pretreatment activities and associated personnel. Oversee and direct the Fats, Oils and Grease (FOG) program. Monitor industrial wastewater discharge in order to protect the collection and treatment system, health and safety of employees. Maintain current knowledge of regulatory information and audit practices of oversight agencies. Review the collection and testing of wastewater samples. Inspect processes to insure wastewater treatment applications comply with applicable Environmental Protection Agency (EPA) and state regulations. Compile and review data to analyze and evaluate industrial pretreatment methods. Review facility inspection reports and sample data to determine what actions must be taken for issues of noncompliance. Provide expert technical guidance on pretreatment processes to utility management. Prepare and issue industrial wastewater discharge permits, penalties and text for Notices of Violation, Compliance Orders, industrial sampling and inspection schedules, repairs and replacement of equipment. Notify industry representatives of noncompliance, of associated penalties and recommended corrective action. Classify industry to determine surcharges and arrange for customer billing service. Conduct pre hearing conferences and formal hearings. Represent the City at public meetings and hearings. Assure staffs are working safely and in compliance with safety rules and regulations. Prepare technical environmental reports, as required by regulatory agencies. Review and issue wastewater discharge permits. Coordinate educational programs, develop outreach campaigns, and generate media coverage to disseminate information regarding mandated programs such as the Diazinon Public Education Program. Prepare annual division and Diazinon Public Education Quarterly Reports.
Supervise assigned staff. Involves: Schedule, assign, instruct in, guide and check work. Appraise employee performance and review evaluations by subordinates. Provide for training and development; enforce personnel rules and regulations, and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes. Enforce safety rules and regulations.
