JOB SUMMARY: The Director leads, plans, organizes, and manages all functions and activities of the City of Erie’s Department of Planning and Neighborhood Resources. This includes vacant building and rental programs, current and long-range planning, sustainability programs, neighborhood revitalization, data management, zoning and land development, building inspections, code enforcement. Provides complex professional advice to the Mayor, City departments, and City Council.
SPECIFIC DUTIES
- Manage and direct day-to-day activities and services within the department, and serve as a resource to provide leadership, independent advice, performance/data management, and recommendations on significant policy issues, programs, plans, and initiatives.
- Assist in short- and long-term program planning, development, and the administration of departmental policies, procedures, and services.
- Provide direct management oversight of code enforcement, building inspection, zoning, rental programs, sustainability, performance/data management, and neighborhood revitalization.
- Coordinate departmental work with that of other City departments and outside agencies. Responsibilities include managing the department's administrative functions and achievement of departmental goals and objectives.
- Oversee recruitment, employment, evaluation, and management of staff and contract personnel.
- Prepare department/organization operations budget.
- Represent the organization on regional/local boards.
- Implement the City’s Comprehensive Plan, related plans, and strategic initiatives.
- Evaluate planning-related legislation and applicability to department projects.
- Locate funding sources to advance departmental goals.
- Collaborate with community partners and stakeholders and leverage resources for projects.
- Attend evening and weekend meetings as needed.
- Other duties as assigned
REQUIRED KNOWLEDGE AND SKILLS
- Theory, principles, and techniques of the planning profession and development process.
- Federal, state, and local laws, ordinances, and regulatory codes pertaining to planning, zoning, building inspections, code enforcement programs/projects, and land use.
- Real estate terminology, laws, practices, principles, and regulations.
- Computer applications including Microsoft Office, Internet applications, and GIS.
- Land use, physical design, demographics, environmental, social, and economic concepts, including public and private financing and capital improvements.
- Strong written and oral communication skills, including the editing, oversight, preparation of technical reports, and presentation of information to government entities and various committees.
- Strong problem-solving, negotiation skills, and ability to exercise sound and independent judgment within general policy guidelines.
EXPERIENCE
A Bachelor's Degree from an accredited four-year college or university with major coursework in urban or regional planning, public administration, geography, architecture, or a closely related field;
AND
Eight years of supervisory or management experience in city/county urban or regional planning, building inspections, code enforcement, and/or development-related activities which has included program planning, development, and administration and working with community organizations.
A Master's Degree in urban planning or a closely related field is highly desirable.
AICP certification preferred.
