We are seeking a dynamic employee who has skills to collaborate with partners and enjoys a career in Public Works. Works both in an individual and team work environment. Performs, organizes, and documents cleanup of debris associated with homelessness camping, litter, and illegal debris dumping in the right of way. Debris may consist of materials left behind from houseless campers, and other material requiring removal from the right of way. Perform vegetation removal, crosswalk and pathway cleaning, dead animal recovery, and other associated duties. Collaborates with various City departments/divisions, local agencies, and community members to address cleanup needs and fulfill community goals around increasing public safety.
Performs all the required job duties of the Maintenance Worker 1 classification. Experienced in the Public Works type maintenance activities including skilled work and operation of equipment requiring specialized skills in the maintenance of stormwater and street infrastructure. Responds to emergencies related to infrastructure and weather.

Work Schedule: Shift hours are currently M-F 7:00 a.m. – 3:30 p.m. This position may be required to shift work schedule, including hours and days, throughout the course of the year. Requirements to work weekends, swing shifts, or 4- 10’s are all possible.

- Inspects, organizes and performs activities related to addressing cleanup of debris associated with camping, litter, and debris dumping.
- Perform camp assessments to determined immediate safety concerns
- Posts non-sanctioned camps with public notices
- Prioritizes and schedules workload daily.
- Proper recovery and disposal of dead animals
- Vegetation removal in and along public right of way / pathways
- Perform safe refuge clean-up in right of way
- Performs a variety of entry level, and frequent heavy manual maintenance activities in the assigned areas: operates variety of equipment as required in the performance of assigned duties.
- Performs general maintenance of construction equipment, hand and power tools; identifies needed repairs and preventive maintenance of vehicles and large equipment.
- May work in and around raw sewage.
- Maintains daily work records as required.
- Performs minor carpentry, painting, concrete work, or other related tasks.
- May train coworkers and seasonal employees in equipment use, care, and safety procedures.
- Performs work outside in varying and extreme weather conditions while exposed to a variety of hazards; regularly lifts objects and equipment.
- Actively supports and respects diversity in the workplace.
- May require shift work and weekend work.
- Performs other related work as assigned.

Perform strenuous physical work outdoors in varying weather conditions, which may include heavy lifting and direct contact with raw sewage.
Perform manual construction and maintenance duties requiring specific skills in assigned area.
Be available for shift work and after-hours call backs.
Maintain an active telephone number in order to be available to respond for emergency callbackas necessary.
Learn new tasks and equipment operations as required.
Work independently and as part of a crew.
Identify safety hazards.
Assign, lead, train, and review the work of seasonal employees.
Communicate effectively and courteously with City employees and the public and establish effective working relationships.
Utilize various kinds of mobile and desktop software to find, track, and organize information.
MINIMUM REQUIREMENTS
Experience
One year of experience in public works maintenance, construction, or repair work.
License or Certificate
Valid Oregon driver's license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).
Possession of, or ability to obtain, an Oregon State Class A Commercial Driver's License within one year of hire date. Limited Duration Employees
Limited Duration Employees are those hired for the limited time period specified in this posting. After the position is posted and a competitive selection process has been completed, an offer of employment will be made. Employees hired into limited duration positions will be members of the AFSCME bargaining unit and covered by the contract except for the items outlined below under Salary and Benefits.
Working Conditions
Mostly outdoors in field environment with exposure to all typical weather conditions, including travel from site to site. Exposure to sharp objects, burns from hot materials, pinch points, moving objects/vehicles in right of way, dust/noise/vibration, working at heights, biological hazards from sewers, grease/smoke/ material fumes/gasses, cramped quarters, inclement weather conditions, slippery surfaces, electrical shock, toxic/caustic chemicals and animal/insect bites. Operates City vehicles, forklift, hoist/aerial lifts, ladders, variety of hand/power tools, jackhammer, measuring and testing equipment, variety of specialized trucks/equipment associated with the construction and maintenance trades. Uses safety equipment including hard hat, safety glasses/goggles, steel-toed safety shoes, hearing protection, gloves, dust mask, respirator, SCBA as required, rubber boots, seat belts and other PPE as required.
Selection Process
Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. The selection process varies according to the position and can include such things as screening of supplemental questionnaires, written or skill tests, ability or fitness tests, interviews, and assessment processes. In addition, background investigations and records checks may be required. Some positions also require applicants to have a psychological evaluation and/or physical examination and a drug test prior to employment.
