Job Title: Billing Specialist/Administrative Assistant

Salary Range: $16.00 - $18.00 Per Hour

SUMMARY
The Billing Specialist/Administrative Assistant is responsible for the supervision of the water billing for the citizens of Eureka Springs and any Administrative Assistant duties for the Director of Public Works.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Water and Sewer Department- Billing Specialist
The Billing Specialist is responsible for overseeing all water utility billing functions.
Prepares monthly water bills, past due notices, shut-off warning notices, and shutoffs.
Processes new or cancelled accounts, meter changes, or other similar billing activities as required.
Key liaison with billing vendors to ensure that billings are accurate and processed expeditiously.
Receives and responds to customer queries on billings, meter readings and other customer service issues. Researches and analyzes account history to resolve billing questions on meter readings.
Handles customer questions and/or complaints in an efficient and friendly manner.
Prepares month-end closing and adjustment entries; account reconciliations; month-end reporting.
Performs related responsibilities as required or assigned by the Director of Finance.
Water and Sewer Department – Administrative Assistant
1. Proven experience in an administrative or customer support role.
2. Excellent communication skills, both written and verbal.
3. Strong organizational skills with the ability to multitask and prioritize tasks effectively.
4. Proficient in using computer software and applications, including Microsoft Office Suite (Word, Excel, PowerPoint)
5. Attention to detail and accuracy in all work performed.
6. Ability to maintain confidentiality of sensitive information.
7. Strong problem-solving skills and the ability to work independently.
8. Performs related responsibilities as required or assigned by the Director of Public Works.
SPECIAL KNOWLEDGE, SKILLS, ABILITIES OR EDUCATION:
1. Working knowledge of Accounting Software
2. Telephone and communication skills.
3. Typing and computer usage.
4. Calculator Skills
5. Acquired familiarity with municipal codes affecting all areas of responsibility.
6. Ability to deal with diverse community.
IMMEDIATE SUPERVISOR: Director of Public Works
MINIMUM QULAIFICATIONS:
A combination of education and experience that provides the candidate with the requisite knowledge to perform the requirements of the job. Excel proficiency is required. The candidate must be able to work independently but must also be comfortable working in a Customer Service role.
1. Typing and calculator operations
2. Ability to write business letters
3. Ability to deal with public in a welcoming and respectful manner
4. Must be at least 18 years of age.
5. Computer skill including but not limited to Microsoft Office Programs
6. Supervisory experience for small staff.
EDUCATION and/or EXPERIENCE
Associates degree or four years of related experience.
LANGUAGE SKILLS
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from public, regulatory agencies, or members of the business community.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
