The City of Fairfield is accepting applications for a Housing Specialist Lead vacancy within the Housing Department!  
The deadline to apply is Friday, March 8, 2024, at 12:00 p.m., with interviews tentatively scheduled for the week of April 15, 2024.

The Housing Specialist Lead will provide lead direction and training to other Housing Specialist staff, handle an eligibility caseload and perform technical and complex support duties.

This classification is represented by Fairfield Employees’ Association (FEA) and offers an excellent benefits package including:

WORKING CONDITIONS
Work is generally performed in an office setting. Pressures may be generated by deadlines, volume of work, frequent interruptions, or seasonal work periods.

PHYSICAL DEMANDS
Work may include prolonged sitting, as well as light to moderate transporting and stooping activities; manual dexterity; clear speech; and see/hear within normal visual/audio range with or without correction.

DISTINGUISHING CHARACTERISTICS
This is both the working lead and technical specialist level class in the Housing Specialist series. This class is responsible for providing work direction to the Housing Specialist staff, performing eligibility determination and other housing specialist work. In addition, this classification performs a variety of technical and complex support duties. This class is distinguished from Housing Operations Supervisor in that the latter is the first full supervisory level in this series.

EDUCATION AND EXPERIENCE
  • Experience: Three years performing housing specialist duties, plus some lead supervision experience is required.
  • Education: Equivalent to the completion of twelfth grade is required.

LICENSE AND/OR CERTIFICATES:
  • Possession of a valid Class C California Driver's License is required.
  • Possession of Section 8 Eligibility, Section 8 Occupancy and Rent Calculation Certifications are required.
Duties may include, but are not limited to, the following:
  • Inspection related duties/processes such as conducting inspections or withholding Housing Assistant Payments (HAP) in an abatement process.
  • Provide lead, direction, training and work review to assigned housing specialist staff; organize work, set priorities and follow up to ensure coordination and completion of work.
  • Conduct orientation and program briefings for housing participants and owners to explain the program and rules.
  • Assist in investigating complaints and resolving landlord/tenant problems; may counsel program participants and attend Informal Hearings.
  • Prepare, review, and process billing documents for portable vouchers; verify accurate and timely monthly payments to owners; monitor the client repayment roster to ensure Housing receives payments from clients.
  • Interview assisted housing applicants and participants to obtain information regarding their eligibility for initial and continued housing assistance; collect and record relevant information and documents; review, evaluate and verify information submitted by applicants and participants.
  • Determine initial and continued eligibility for various housing programs; calculate rents and budgets.
  • Complete, type, process and distribute various housing forms and documents; establish and maintain various housing files and records.
  • Complete and process new and/or portable housing vouchers.
  • Use a computer terminal to input, edit and retrieve housing program information and to generate standard forms and reports.
  • Respond to telephone, in-person and written inquiries and complaints from applicants, participants, owners, other Housing Authorities, and other persons; provide factual information and explain rules and procedures regarding housing programs.
  • Prepare periodic and special reports; proofread and check typed and other materials for accuracy, completeness and compliance with Housing policies and regulations.
  • Perform related duties as assigned.
Knowledge of:
  • Policies and procedures relating to eligibility determination for various assisted housing programs.
  • Principles and practices of effective interviewing.
  • Office administrative practices and procedures, including filing and the operation of standard office equipment.
  • Basic business data processing principles and the use of word processing or personal computing equipment.
  • Business arithmetic, including percentages, decimals, and basic bookkeeping.
  • Correct English usage, including spelling, grammar, and punctuation.
  • Basic supervisory principles and practices.

Ability to:
  • Assign, direct and review the work of staff and train staff in work procedures.
  • Interview effectively to obtain pertinent personal and financial information.
  • Review and verify the accuracy of financial data and personal information.
  • Make appropriate eligibility determinations in accordance with assisted housing program standards.
  • Organize, prioritize and coordinate work activities.
  • Read, explain and apply rules, policies and procedures.
  • Communicate effectively, both orally and in writing.
  • Make arithmetic calculations with speed and accuracy.
  • Operate standard office equipment.
  • Use initiative and sound independent judgment within established guidelines.
  • Establish and maintain effective working relationships with those contacted in the course of work.
