SUMMARY:
Identifies appropriate funding sources for capital projects through federal, state and local grants.
This is a contractual and funded for four years. The position may transition to a classified permanent position.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.
- Establishes a process for research of grant opportunities and seeks out sources of grant funds that might help Transfort accomplish its mission and long term goals.
- Writes grant applications and works with funding agencies and the MPO to expedite the awareness of grant funding.
- Prepares grant funded capital budgets, and assists in the development of the operations budget
- Advises and supports the work of the Financial Analyst in monitoring grant funded projects to ensure that costs incurred are eligible under grant terms and allowable under 2 CFR part 200.
- Coordinates with the Federal Transit Administration (FTA) to prepare grant applications, obtain funding approvals and prepare grant progress reports.
- Administers FTA financial and project management requirements for approved projects.
- Monitors expenditures on grants, overseeing and evaluating grant usage and developing methods to transfer money within grants to insure full utilization of FTA money.
- Monitors technical oversight of grant funded projects
- Coordinates with Financial Analyst to ensure timely and appropriate drawdown of federal funding.
- Develops, prepares and submits grant revision amendments and close-outs to FTA.
- Administers state award programs and works with project managers to ensure timely accounting and reporting. Updates and executes capital transfers for local funding and sets up local funding awards in accounting system as needed.
- Consults and renegotiates with funding agencies and project managers to revise the scope of work, budget, and timelines to maximize use of grant resources.
- Works with Compliance Specialist to oversee grant expenditures, usage, and compliance.
- Coordinates periodic funding agency audits and prepares responses to findings.
QUALIFICATIONS

- Thorough knowledge of FTA regulations regarding grant proposal and application procedures. Knowledge of FTA funding eligibility guidelines, Formula v. Discretionary funds and the transfer of funds between projects.
- Knowledge of FTA publications including Federal registers.
- Knowledge of State regulations regarding grant proposals, application procedures, oversight and procurement requirements.
- Proficiency in scope change requirements and Grant Management Information Systems.
- Ability to communicate effectively, orally and in writing.
- Ability to research and analyze data with close attention to detail.
- Ability to use sound judgment.
- Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details.
- Ability to establish and maintain effective working relationships with others as necessitated by the work.
- Skill in the use of computers and associated programs, applications and databases necessary for successful job performance.
EDUCATION and EXPERIENCE
Possession of a bachelor’s degree in planning, business or public administration, accounting, finance, or a related field and three years of experience working with state and federal grants, or an equivalent combination of training and experience.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, financial reports, legal documents, technical manuals/procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information to top management, public groups, and/or boards of directors. Ability to respond to common inquiries or complaints from customers and/or vendors.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
