SUMMARY

Working under the direction of the Manager VI – Solid Waste, the incumbent is responsible for creating and managing the cart maintenance program. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with the City safety rules and operating regulations, policies and procedures as well as federal, state, and local regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the ability to interact with the public, City incumbents, and outside agencies with patience, tact, respect, and professionalism and the following. Other duties may be assigned.

Planning/JUDGEMENT

  • Researches routing software programs and provides recommendations on purchases;
  • Evaluates and finalizes daily work orders for cart maintenance, input notes into the system and close out the work orders;
  • Oversees the entire cart inventory and maintenance program of over 180,000 carts in service;

MANAGEMENT/OPERATIONS

  • Oversees the Cart Maintenance operation including inventory and the ordering of carts;
  • Orders carts & parts from manufacturer and schedule cart shipments with transport companies;
  • Create and manage daily routes for cart maintenance drivers using route software;
  • Manages the daily routines of databases and RFID tracking systems; logs the completed cart maintenance data in Excel for tracking purposes
  • Submits warranty claims to manufacturer and track those claims until resolution/completion;
  • Performs the duties of delivery driver as needed;
  • Closes up and arms the facility at end of day
  • Ensures that vehicles (5) are brought in for their routine maintenance and schedules repairs with the garage when vehicle issues arise.
    • Investigates and resolves service complaints, damage claims, and illegal dumping incidents including following up with residents and the contractor to ensure the issues have been resolved;
    • Enforces the City’s garbage ordinance and provides education to the public regarding the garbage ordinance requirements; issues citations for violations of the ordinance when needed.
  • Work in the field to verify occupancy/use of waste services to correctly bill customers;
  • Conduct collection route audits for correct billing of additional garbage carts;
  • Supervises facility operations staff and equipment;
    • Administer the Neighborhood Tire and Electronics Recycling Program scheduling neighborhoods and working special collection days 6 Saturdays throughout the summer.
    • Assists in overseeing the City’s Annual Great American Cleanup event coordinating over 5,000 volunteers to clean litter throughout the community.
    • Coordinates clean-up programs of illegal dump sites with Community Corrections, Department of Health, Neighborhood Code Enforcement, Community Development, and the Solid Waste Department;
  • Coordinates the light bulb and battery recycling efforts thru out all City Departments and Buildings;
  • Other duties as assigned.

EQUIPMENT MANAGEMENT

  • Performs physical inventory of carts and prepares monthly reports to Solid Waste Manager;
    • Orders/Approves cart shipments with vendor including all serial #’s to ensure the manufacturer produces the carts to our specifications for tracking purposes;
    • Operates skid loader when loading and unloading cart shipments and loading electronics gaylords for disposal;
    • Operates snow plow clearing shop areas and City streets when needed;

Information/Communication

  • Communicate effectively with customers, contractors and 311 call takers to resolve any issues associated with cart maintenance services;
  • Works as the City's liaison between contract haulers and the general public in order to resolve service problems/complaints;

Performs other duties as required or assigned.

SUPERVISORY RESPONSIBILITIES

Supervises three (3) staff members. The employee carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Associates degree in Environmental Management, Public Administration, or related field; two years related experience and/or training; or equivalent combination of education and experience.

LANGUAGE SKILLS

The incumbent must have the ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. The incumbent must have the ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. The incumbent must have the ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS

The incumbent must have the ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. The incumbent must have the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

The incumbent regularly utilizes independent judgment when making policy decisions of critical impact affecting the City and assumes ultimate responsibility for all programs and activities of the operating department. The incumbent must have the ability to define problems, collect data, establish facts, and draw valid conclusions. The incumbent must have the ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS

Valid Indiana Driver's License

OTHER SKILLS AND/OR ABILITIES

  • Ability to analyze problems and apply new developments;
  • Computer literacy including Excel, Microsoft Word and Access, handheld RFID reader, spread sheets and other data base software;
  • Ability to communicate effectively in order to develop cooperative working relationships with fellow employees and the general public.

The incumbent has constant use of overall vision; frequent reading and close-up work; occasional color and depth vision.

While performing the duties of this job, the employee is frequently exposed to outside weather conditions. The noise level in the work environment is usually moderate, depending on work assignment. Work is mainly conducted in a standard office environment with occasional travel outside to different sites. Incumbent may have to attend meetings after hours as requested.
