The Director of Human Resources provides overall leadership, direction, and administration of the Human Resources department. Responsible for the development, implementation and evaluation of all city-wide human resources practices including recruitment and selection, classification, compensation, benefits administration, wellness, retirement programs, performance management, records management, training and development, risk management, employment law, and employee relations. Responsible for driving an HR strategy that offers a balance between Human Resources, the City Manager’s Office, and the needs and interests of the organization and its employees. Fosters a culture of teamwork, diversity, inclusiveness, and respect for others across the organization.

All applicants are required to submit a completed online application with an attached professional cover letter and resume.  Plans, organizes, directs, and leads a comprehensive Human Resources program. Formulates and recommends policies, regulations and practices in support of the organizations mission and values. Administers all provisions of the human resources system, consults with and advises city staff to coordinate the various phases of the policies, practices, ordinances, and resolutions.
 
Responsible for the development and administration of the city-wide total compensation program pay and benefits. Develops and administers classification and compensation plan and group benefits, and retirement plans. Works closely with brokers and vendors to provide quality services to the organization.
 
Creates and implements strategies and initiatives to recruit, select, retain, and train a diverse, competent and knowledgeable workforce. Works collaboratively with all departments to implement strategies for recruitment needs.
 
Facilitates the city's safety management program coordinating a safe work environment; assures implementation of the city's safety plan.
 
Reviews, evaluates, and recommends improvements to human resource work products, methods, and procedures. Prepares, reviews, and implements new city human resource policies.
 
Responsible for compliance with all federal, state, and local employment laws. Counsels and advises employees and department management in a variety of human resource matters including interpretation and application of human resource policies and laws, and regulatory issues. Review and analyze reports, legislation, court cases, and related human resources matters. Work with legal counsel to prepare initial responses for any legal actions.
 
Responsible for the development and management of the departmental budget ensuring that year-to-date expenditures stay within appropriated limits; forecast additional funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement midyear adjustments.
 
Advises City Manager immediately of any discrepancies between actual practice in the departments and City policy.
 
Serves as an effective and contributing member of the executive management team by providing input and counsel to the City Manager on a wide variety of human resources topics and issues impacting the organization.
 
May be required to attend City Council and other meetings or events on evenings, weekends, and other inconvenient times.
 
Maintains the highest ethical standards according to the requirements of his/her professional association and standards adopted by the City of Golden; exercises sound judgement and decision making within scope of assigned authority. Is a strong, engaged, and compassionate leader demonstrating political savvy, psychological toughness, and flexibility in a complex and autonomous environment.

SUPERVISORY RESPONSIBILITIES
 Provides direct and general supervision for assigned professional and administrative staff.  Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.B.A. in Human Resources, Public Administration, Organizational Development, Business or related field. A Master's Degree in Public Administration, Business, or related field is highly desired.  Minimum seven (7) years progressively responsible experience in all areas of human resources management, plus a minimum three (3) years supervisory experience are required. A Master’s Degree may substitute for two (2) years of human resources experience. Professional certification in Human Resources through ICMA, SHRM, HRCI preferred. Municipal government experience a plus.

CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid driver’s license and good driving record.
Professional certification in Human Resources through ICMA, SHRM, HRCI or other professional organization preferred.To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. LANGUAGE SKILLS
Ability to effectively communicate information clearly and concisely, both verbally and in writing. Ability to build strong working relationships and interact with all levels of personnel within the city in a positive and cooperative manner. Ability to read, analyze, and interpret complex documents, policies and procedures. Ability to respond effectively to inquiries or concerns from employees, supervisors and the public. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to City Council, management, citizen groups, and employees.
 
MATHEMATICAL SKILLS
Strong math skills required to manage budget, timesheets, and analyze financial trends required for the position.
 
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

OTHER SKILLS AND ABILITIES
Expert knowledge in all areas of human resources practices and procedures, planning, and administration including employment and recruiting, regulatory compliance, employee relations and consulting, compensation and benefits administration, workforce and strategic planning, wellness and recognition programs, and personnel records management. Knowledge in supervision, training, and performance evaluation.
Ability to demonstrate a high degree of ethics, integrity, confidentiality and discretion. Ability to develop and implement effective policy and procedural programs. Ability to interpret and apply applicable policies, procedures, laws, and regulations.
Outstanding managerial, customer service, and interpersonal skills.  Ability to establish and maintain cooperative working relationships with the general public, employees, and public officials. Ability to deal constructively with conflict. Must be innovative, self-directed, goal oriented, level-headed and possess strong organizational skills.
 
MATERIALS & EQUIPMENT DIRECTLY USED
Use of software including MS Office 365, HRIS, and department specific programs. Standard office equipment such as phones, computers, printers and copiers. Ability to operate personal vehicle for required business purposes.

WORK ENVIRONMENT

The work environment is primarily in an office setting. The noise level in the work environment is usually quiet to moderate. Work is generally scheduled Monday through Friday general business hours with some evenings and weekends. Remote work may be available on occasion.
