Our Development Services and Engineering Department is looking for a Development Services Technician I who will be the first point of contact to assist internal and external customers. Provides customer service pertaining to development and permitting processes and procedures. Responds to inquiries both on the telephone and at a public counter based on customers’ needs. Accepts all development applications including building permits, civil construction permits, and planning and zoning requests, and collects all submittal fees.
The ideal candidate will have a minimum of one year experience working in the construction industry or a related field. Experience with providing excellent customer service within the public sector is preferred. The ideal candidate must be highly organized, detail oriented, with excellent interpersonal skills, and possess the ability to work both independently and as a team.

Panel Interview
This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.
Processes minor building and fire permits by logging permits into the database reviewing construction plans for code and setback compliance, and issuing permits to customers.- Assists with various administrative tasks by, filing permits and applications, and performing data entry. Maintains department plan file records and tracking system to ensure that City plans are accessible when needed for use by City staff and the public or to fulfill public records requests.
- Assesses and collects fees for applications submitted as well as re-inspection fees. Reconciles daily batches.
- Assists homeowners, business owners, contractors, engineers, and architects at the counter, over the phone, and in writing with education, guidance, and technical support regarding code requirements, regulations, procedures and issues.
- Distributes updated valuation sheets to all homebuilders twice annually.
- Accepts all Building, Engineering, and Planning and Zoning applications by verifying completeness, collecting fees, routing to appropriate staff for review, and completing all associated data entry. Evaluates plans, studies, designs, and reports for completeness during the submittal process.
- Formal Education/Knowledge: Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.
- Experience: No experience required.
- Certifications and Other Requirements: None.
- Reading: Work requires the ability to read building code manuals, permit applications, inspection results, and office procedures, as well as construction plans & documents.
- Math: Work requires the ability to perform basic math calculations, building permit fees, and insure receipts balance for finance.
- Writing: Work requires the ability to write office procedures, addresses, receipts, and building permit fees.
- Managerial: Job has no responsibility for the direction or supervision of others but may provide advice/direction to an employee with less experience/skill or tenure.
- Policy/Decision Making: Significant - The employee normally performs the duty assignment after receiving general instructions as to methods, procedures, and desired end results. There is some opportunity for discretion when making selections among a few, easily identifiable choices. Work involving discretion is typically reviewed before finalized.
- Technical Skills: Limited Application - Work requires the use of standard technical skills appropriate to the work environment of the organization. Limited analysis and independent thinking is utilized.
- Interpersonal/Human Relations Skills: Moderate - Interactions may involve support of controversial positions or the negotiation of sensitive issues or important presentations. Contacts may also involve stressful, negative interactions requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.
- Within 3 months, possess the ability to assist customers, and direct calls received on the telephone for the Development Continuum (Building Safety, Planning and Zoning, and Engineering).
- Within 3 months, become proficient in working at the Development Counter assisting customers for the Development Continuum.
- Within 3 months, possess the ability to accurately, and efficiently complete processing cash receipts, including balancing daily batches.
- Within 6 months, become proficient in conducting prescreen and department review of Express Lane applications (Minor mechanical, plumbing, electrical, pools, spas, patio covers, and single family residential), Planning and Zoning applications, and Traffic Control Permit applications in Electronic Plan Review within one business days of receipt.
- Within 12 months, become proficient in conducting prescreen of all Planning and Zoning, Civil Engineering, and Building Applications in Electronic Plan Review System within one business day of receipt, as evidenced by the ability to accurately update HTE, and completion of data entry in Electronic Plan Review.
