The Administrative Services Department is seeking an Assistant Finance Director/Treasurer to coordinate, administer, supervise, and participate in a variety of accounting functions involving the City’s financial operations. Responsibilities include the maintenance of all fund types and account groups, and audits. The Assistant Finance Director/Treasurer must possess knowledge of supervisory practices and techniques, effective skills in communicating with others on technical and financial matters, and the ability to manage large projects successfully.
Hiring Range: $83,404-$98,100 dependent upon qualifications/experience.
Work Schedule: Monday-Friday, 8:00 a.m. - 5:00 p.m. plus additional hours as required, including evening meetings.
No residency requirement.

- Responsible for all City financial reports and accounting functions including periodic and annual financial reporting. Responsible for annual tax roll preparation, collection of first installment payments, and maintenance of records along with payments to taxing districts.
- Oversees or performs accounting transactions associated with accounts receivable, purchase order encumbrances, payroll, accounts payable, capital assets, and other accounting transactions. Coordinates annual audits of City’s funds with independent auditors. Prepares all City of Green Bay required year-end financial statements for the annual comprehensive financial report and the annual Department of Revenue report. Ensures preparation of Wisconsin State sales tax and Retirement System monthly reports. Responsible for implementation and maintenance of the City’s ERP software.
- Maintains City of Green Bay accounting records for all fund types and account groups to meet legal and audit requirements. Performs/ensures the monthly preparation of City of Green Bay fund financial/budget status reports including general ledger and subsidiary records.
- Provides direction to and supervision of the Accounts Payable, Accounts Receivable, Tax Collection, and Payroll functions. Provides assistance and direction to Transit operation for financial reporting purposes. Assists other City departments in establishing and maintaining accounting and financial records as needed.
- Assists Finance Director and others in coordinating the borrowing requirements of the City along with maintenance of debt service, schedules, and payments.
- Compiles, analyzes and maintains data necessary for preparation of annual City operating and capital budgets, including reviews of departmental budget requests to ensure accuracy.
- Manages investments; analyzes solvency of City depositories and credit risk of instruments owned by the City; responsible for banking relationships and products for operating accounts, enterprise funds and payroll. Responsible for cash management. Records interest and investment revenue.
- Oversees and monitors the collection and reporting of occupancy tax for the City and is a liaison to the Room Tax Commission.
- Maintains and recommends financial policies and procedures to safeguard City assets while providing for efficient operations.
- Bachelor’s degree in Accounting.
- Five to seven years experience in accounting or similar field, including supervisory experience. Governmental accounting experience preferred.
- Certified Public Accountant or Certified Public Finance Officer preferred.
A combination of equivalent experience and/or education may be considered.
- Comprehensive knowledge of modern principles and practices of governmental accounting. Considerable knowledge of City operations and statutory requirements. Considerable knowledge of financial record keeping principles and techniques. Considerable skill in recommending, coordinating, implementing, and maintaining financial information systems. Considerable knowledge of relevant policies and procedures relating to municipal taxation, billing, and collection. Considerable knowledge of effective supervisory practices and techniques.
- Considerable skill in establishing and revising financial and accounting procedures. Considerable skill in preparing complex reports, budgets, and statements. Considerable skill in communicating with others on technical and financial matters. Considerable skill in planning, delegating, and directing the work of others. Considerable skill in establishing effective working relationships with others.
- Ability to utilize a computer and the required software. Good ability to plan, administer and evaluate government financial management programs. Ability to manage large projects. Ability to communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships with staff and the public. Ability to work the required hours of the position.
