The City of Hillsboro is accepting applications for a Human Resources Information Systems (HRIS) Program Manager. This new position in the Human Resources Department will serve as a problem-solver in a collaborative leadership role to evaluate current processes, research best practices, recommend HRIS workflow and systems improvements, engage in project design, management, and implementation, and create and provide policies/procedures and training resources for end users.

This new role will work closely to enhance system functionality used by other subject matter experts including Payroll Administration, Medical Leave Administration, Benefits Administration, Information Systems, Recruitment, Compensation, Employee and Labor Relations, Learning and Development, and Risk Management.
The Program Manager will act as the technical visionary focused on analyzing and improving data flows to ensure data integrity using the City’s ERP system, Munis, as well as integrated and/or stand-alone platforms.
Experience strongly preferred with the following systems:

- UKG - Kronos
- Advanced skills in Microsoft Office 365 and Excel preferred.
What You Will Do:
- Assess current utilization of HRIS system, business processes and integrated applications, identify and recommend improvements to maximize its use, value, efficiency and streamline business processes.
- Provide oversight of HRIS related projects from inception to completion including oversight of HR staff.
- Maintain, audit, and improve HRIS systems and data to support the HR Department’s work and City Council priorities.
- Support continuous improvements within HRIS – persistently look for opportunities to make tasks/reports/processes more efficient, accurate, easier to locate, enhance instructions, etc.
- Partner on scoping of technical requirements for inbound and outbound interfaces as well as ongoing support and processing.
- Serve as a collaborative HRIS liaison between departments, IS and external vendors.
- Analyze HR data structures and meet complex information needs through established reports or utilization of various tools and applications to develop new automated queries, filters, macros and reports for HR and other business users.
- Participate in the testing and implementation of system upgrades and the rollout of new features or systems. Test changes to systems that impact Munis.
- Maintain knowledge of trends and developments in HRS providers, vendors and technology.
- Create and refine documented policies and procedures for HRIS data gathering and extraction using a variety of sources and methods, and train end users.
- Perform other duties as assigned.
The Successful Candidate Will Have:
- Expert level understanding of HRIS data, reporting and procedures.
- Demonstrated project management experience.
- Demonstrated ability to work with, review, update, and maintain data within an HRIS system.
- Experience with human resources policies, procedures, and processes to ensure the HRIS data meets the City’s needs and goals.
- Strong competencies in creating detailed reports from HR data sets.
- Proficient level of interpersonal skills to effectively communicate, empathize and reason with colleagues in situations that are often sensitive and stressful.
- Strong analytical, problem-solving and project management skills.
- A core understanding of data structure for quick analysis and breakdown of complex information into easier to understand formats.

Experience and Training
Bachelor’s degree in Human Resources, Information Systems, Business Administration, or a related field with 5 years of related experience, including 3 years of supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
