About this opportunity
We’re looking for a talented professional with exceptional customer service ready to inspect large scale development projects at the City of Hillsboro. The development inspection team works closely with City staff and development contractors to ensure public infrastructure is built to standard. The successful candidate is someone who thrives in a fast-paced environment and is excited by the wide range of development projects happening around the City.
 
 
The principal function of an employee in this class is to perform routine technical activities in support of technical engineering operations. Responsibilities, as assigned, include providing customer service; gathering, compiling and/or analyzing data for engineering studies and calculations; conducting and overseeing survey projects, technical tasks, and initiatives; reviewing engineering drawings and plans; maintaining databases; performing field inspections and associated field work; and testing equipment for operability. Exercises lead worker responsibilities over assigned departmental staff.
 
Successful Candidates Will Have:
  • 5 years of construction inspection experience, preferably in public works projects.
  • Professional, collaborative and proactive approach with excellent customer service.   
  • Experience should include review and participation in the development of construction plans, specifications, and as-builts.
  • Familiar with ODOT specifications, Clean Water Services (CWS) design and construction standards, permitting in the City of Hillsboro or Washington County, and general construction best practices. Ideally the candidate will have experience in road construction and right-of-way development. Ability to use permitting, plan review and asset management systems as well as field equipment such as GPS.
  
  • Serve as a lead worker over assigned personnel responsible for day-to-day coordination of related issues including directing and reviewing work, providing trainings, participating in performance evaluations, monitoring time and attendance, and answering technical questions.
  • Oversee  technical reviews and administrative support of engineering operations.   Receives, reviews and processes permit applications and coordinates permit review process with internal staff and external agencies.
  • Respond to concerns and requests for information from staff, contractors, and the general public; gathers, researches, and analyzes plans, specifications, construction documents and related records, and provides feedback and project status information; acts as a liaison between department and staff, clients and the public.
  • Conduct regular, task and project related status meetings with consultants, contractors, the public, and involved parties including but not limited to pre-construction/construction status, interdepartmental coordination, team coordination, and public information.
  •  Perform field inspections, research, and asset inventory; reviews quality issues; conducts various studies and observations, and gathers data; reports findings and provides recommendations on compliance issues and project status; tests equipment and provides information on equipment requirements.

Associate’s degree in Civil Engineering, Construction Engineering, Geographic Information Systems (GIS), Transportation or Utilities Management, or a closely related field and, based upon assignment, 3 years of journey level experience in drafting, office and field inspection, engineering, surveying work, and/or data/computer analysis including lead worker responsibilities; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.



Licensing/Certifications
• Valid Driver’s License and a safe driving record.
