Our Team
The City of Hillsboro has a strong commitment to protecting public health, natural resources, and the environment. To facilitate this, our Stormwater and Sanitary Division of the Public Works Department is seeking an environmentally minded professional to join our Environmental Services team. Our team is responsible for all erosion prevention and sediment control, storm and surface water management, vegetation, and spill investigation related inspections.
About This Opportunity
The Senior Inspector will provide professional and reliable inspections with residents, businesses, and other government agencies to ensure all private stormwater facilities are being correctly managed and maintained to remove pollutants. They will have a strong desire to make connections, maintain positive relationships and follow-up with everyone to ensure all tasks are completed. Additionally, this position will help play a vital role inspecting the City's most sensitive stormwater infrastructure to ensure all vegetative stormwater facilities remain operational and effective at removing pollutants. This position is responsible for all post-construction vegetative stormwater facility inspections to include warranty inspections for newly constructed City-owned facilities and improved vegetative corridors.
Work will be predominately conducted in the field with occasional office work although you will attend meetings in-person or virtually at times. The use of technology in the field is critical to the success of the person in this role. You will be assigned a tablet, phone, laptop, portable sampling equipment, and camera to utilize in your field work and for documentation.
Communication is a critical component of this role, both in written and verbal form, as you will be documenting, uploading, and communicating environmental requirements and standards with construction contractors, equipment operators, engineers, business owners, residents, state, county, and City employees. Since this position has a heavy field work component, you should be able to manage your time independently, and efficiently.

What You Will Be Doing
- Inspect and coordinate the City's private stormwater management facility inspection program with private property owners to include other city departments, residential, commercial, and industrial properties, property management companies, landscapers, and other government agencies.
- Inspect and coordinate the City's public stormwater management facility inspection program.
- Inspect and provide coordination for stormwater, and green infrastructure repair projects during and after construction.
- Perform plan review on new single family residential development to ensure low impact development green infrastructure is added when required.
- Assist with the City's public and private stormwater outfall inspection program.
- Help coordinate the conversion of private stormwater management facilities to become city owned and maintained public facilities.
- Perform spill investigations to prevent pollutants from entering our local storm system, streams, and rivers.

- Inspections and repair coordination for the 2023 - 2025 public stormwater rehab projects
Acceptable Training & Experience
- Associate degree with coursework in one or more of the following fields of study: Engineering, Science, Geography, GIS, Natural Resources, OR 3 years of field experience performing environmental related inspections to include interpretation of plans or maps, monitoring, documentation of observations, using GPS devices, using field collection devices and sampling equipment or meters, and performing electronic data entry and records management. OR; an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Licenses/Certifications
- Valid Oregon Class C Driver’s License and safe driving record at the time of hire
- CESCL certification or ability to attain certification within 6 months of hire
- Environmental Inspection certification: MS4, Erosion Control, Green Infrastructure, LID, Stormwater, inspection certifications highly desired
Preferred Experience /Skills
- Previous stormwater facility, vegetative infiltration planter, vegetative corridor inspection, pretreatment, proprietary treatment, and underground detention systems inspection experience
- MS4/Stormwater Qualified Professional Inspector Certification
- Experience performing construction related inspections associated with a regulation or permit is preferred but not required
- Ability to speak, read, and write Spanish is preferred but not required
