Performs complex professional work assessing real property in the City, managing the real estate division and services for the City, and related work as apparent or assigned. Work is performed under general direction. Supervision is exercised over all personnel within the division.
  • Supervises real estate division staff, i.e. is responsible for work assignments, training, performance appraisals, and recommendations for personnel action such as hiring or promotions. 
  • Develops and monitors division budget preparation and expenditures. 
  • Oversees the appraisals of real estate property to include commercial, industrial, and residential properties for assessment purposes; maintains accompanying records.
  • Conducts field work as it relates to reassessments, notifications to owners of value changes, hearings to explain and support new values, Equalization Board meetings to justify assessment decisions, City representation in legal actions, etc.
  • Conducts analyses such as prorated supplemental tax assessments after completion of new construction, sales analyses to determine assessment level, annual and biennial assessment/sales ratio studies for City neighborhoods, and assists State auditors in preparation of sales ratio studies.
  • Serves as City representative to taxpayers in regards to their complaints, questions, and concerns and to the State Department of Taxation in regards to requests for information.
  • Keeps abreast of laws and ordinances, assesses the division’s policies and procedures and makes appropriate change recommendations.
Minimum Education and Experience:
  • Bachelor’s degree in real estate, business management, economics, or related field and extensive experience in real property appraisal including supervisory experience, or equivalent combination of education and experience. 
 
Licenses and/or Certifications:
  • CAE, SRPA, or MAI professional certification. CAE certification preferred.
  • Valid driver’s license in the Commonwealth of Virginia.

Knowledge:
  • Comprehensive knowledge of principles and practices related to real property assessment and appraisal. 
  • Thorough knowledge of laws, rules, and regulations governing real property assessment and appraisal. 
 
Skills:
  • Supervisory/managerial skills.
  • Strong analytical, quantitative, influential, oral, and written communication skills.
 
Abilities:  
  • Ability to deal effectively with all levels of the general public and with other government officials. 
  • Ability to deal with multiple projects/issues at the same time.
Work Environment:
  • Work is primarily performed in an indoor, climate-controlled, pleasant environment.
Essential Physical Activities:
  • Walking, hearing, seeing up close, seeing far away, talking, standing, and finger movement.
