The mission of the Managing Engineer position at Ardmore-Ground Water is to manage and oversee ground water and surface water production while balancing the use of these resources to optimize the reliability even during droughts, floods, natural disasters, and emergencies to ensure the uninterrupted water delivery to consumers. Manages and directs work assignments of technical professionals. Monitor the treatment processes, assess contamination risks, implement corrective measures while providing oversight to ensure compliance with regulatory standards, and safeguard public health by meeting water quality goals. Evaluate existing water facilities, identify vulnerabilities while recommending upgrades, strategically plan to ensure long-term water sustainability, and minimize disruptions while enhancing system reliability. Advocate for transparent information sharing, educate the public on water supply challenges, and build trust while offering leadership which fosters collaboration and supports informed decision-making. Manages major departmental function. Establish goals and evaluates section, develops, and evaluates performance, develops, and manages budget. Supervises and monitors quality control efforts of personnel and external consultants. Manages Departmental functions. Establishes goals and evaluates section, develops and evaluates performance, develops and manages budget.

This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions.
This is a Houston Public Works Department position at the Tier I Level .
Minimum Requirements
EDUCATIONAL REQUIREMENTS
Requires graduation from approved curriculum in engineering that is approved by the State Board of Registration for Professional Engineers with a satisfactory standing.
OR
Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.
Experience Requirements
Eight years of active practice in engineering work after graduation from an approved curriculum in engineering, with four of the years as a licensed Professional Engineer, are required.
Substitution: A Master’s degree in Engineering may be substituted for up to two years of the above experience requirement.
License/Certificate Requirements
Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.
Engineers from out-of-state must
be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas;
AND
obtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of Houston.
Valid Texas Driver License and compliance with the City of Houston policy on driving (AP 2-2).
PREFERENCES
Preference will be given to candidates with a Texas Commission on Environmental Quality (TCEQ) Water Operator License.
SELECTION/SKILLS TESTS REQUIRED: None
However, The Department May Administer a Skills Assessment Test.
