The City of Houston's Office of Talent & Organizational Development is seeking a Training Analyst to enhance workforce capabilities through strategic training initiatives. This role involves managing training center operations, developing, and delivering innovative programs, and leveraging advanced analytics to evaluate training effectiveness. Preferred qualifications include advanced degrees or certifications in learning and development, alongside strong analytical, organizational, and project management skills. This position is an opportunity to contribute to public service by driving learning and development strategies that align with the City's goals, in a role that combines foundational training duties with strategic planning, technology innovation, and leadership development.

There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions.EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Public Administration, or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
EXPERIENCE REQUIREMENTS
Three years of professional administrative, financial or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

The Training Analyst must be able to:
- Partner with the Training Division Manager to determine the most critical needs to fulfilling the HROne 2020-2025 People Strategy.
- Collaborate closely and lead our internal Operations team to oversee the daily functions of our specialized training venue, the E.B. Cape Center.
- Utilize advanced analytics and data visualization tools to evaluate the effectiveness of training programs.
- Conduct strategic research to forecast evolving industry requirements and stay ahead of trends in best practices, educational technologies, and collaborative tools shaping modern workplace dynamics.
- Meet individual performance metrics and goals while modeling behavior-based competencies.
- Collaborate with the Office of Talent & Organizational Development team members in the pursuit of the overall mission.
- Provide guidance on training design and delivery, offering feedback for improvement, and supporting professional development paths for Training Team members, Subject Matter Expert (SME), and City of Houston Professional Development Staff.

- Five or more years of direct experience in learning and development, with a proven track record of designing, implementing, and evaluating effective training programs.
- Degrees in Educational Technology, Instructional Design, Business Analytics, Human Resources Development, Industrial/Organizational Psychology, Project Management, or Adult Education.
- Specialized Certifications: ATD Certifications in areas such as Associate Professional in Talent Development (APTD), Certified Professional in Talent Development (CPTD), or a Project Management Professional (PMP).
- Experience with organization-wide and cultural transformation initiatives.
- A passion for public service.
