The Stormwater Management Coordinator performs professional level work in development, management, and enforcement of the City's Storm Water Management Program within the Engineering Department; ensures the compliance with the EPA's National Pollution Discharge Elimination System (NPDES) permit requirements; and prepares storm water construction drawings. This position should possess a strong mechanical aptitude, and strong communication, technical, and organizational skills.

A Day in the Life:

  • Manages the city's NPDES Storm Water General Permit compliance efforts and prepares the NPDES Storm water annual report; Maintains accurate records and files; Prepares statistical and narrative reports and submits mandated reports to the appropriate agency in a timely manner; Prepares public notices as required.
  • Reviews, evaluates, and provides permitting coordination for storm water pollution prevention plans for sites, subdivisions, and City projects verifying compliance with applicable storm water regulations; Prepares responses/comments to submitted plans including identifying required changes; Serves as the primary contact for developers, contractors, and general public when erosion and sediment control questions arise.
  • Manages the design and construction of assigned storm sewer related projects and serves as a liaison between the City, contractor, and design consultants with respect to storm water design and construction issues including Stormwater permitting. Document and manage drainage studies including technical reviews and responses.
  • Leads enforcement efforts with respect to erosion and sediment regulations as specified in the city's municipal code; Performs inspections of construction sites and other facilities for compliance with their individual storm water pollution prevention plans and construction storm water permits; Prepares reports of findings and/or corrective actions, contacts responsible persons to achieve compliance; Performs follow up investigations to determine that remedial action has been completed
  • Coordinates stream testing and reviews testing results for noted contaminants as they relate to the City's Storm Water Permit; Develops and maintains an inventory of the city's storm water infrastructure including storm sewer outfall map; Accurately documents storm drain outfall inspections; Implements and manages dry weather and rainfall event inspection programs.
  • Develops and facilitates community outreach and education programs concerning storm water regulations and requirements.
  • Inspects the construction of stormwater, streets, bridges, and underground utility systems of both public and private systems.
  • Interprets construction plans, specifications, and detail sheets.
  • Maintains logs, records, record drawings, and office filings.

What you will need for success:

Education: An Associate's or Bachelor's in Environmental Science, Earth Science, Engineering, Geology or other closely related field is preferred.

Experience: Two or more years of related construction, inspection or design experience is strongly preferred. Prior experience with erosion and sediment control, pollution prevention, or watershed management is strongly preferred.

Knowledge of storm water facility design and the ability to read and interpret engineering drawings is strongly preferred.

Certifications/License: Must possess and maintain a valid Kansas Driver's License with good driving record.

Certified Inspector of Sediment and Erosion Control (CISED) within two years of appointment; and Certified Storm Water Manager (CSM) and Certified Flood Plain Manager (CFM) within five years of appointment.
