The Water Quality Manager performs administrative, analytical, and laboratory duties. This position performs professional level work in development, management, and enforcement of the City's Storm Water Management Program and ensures compliance with the EPA's National Pollutant Discharge Elimination System (NPDES) permit requirements; administering the City's Industrial Pretreatment Program; and ensuring compliance with federal, state, and local laboratory, drinking water, industrial pretreatment, stormwater, and wastewater regulations This employee should possess excellent public relation, organizational, supervisory, and communication skills.

A DAY IN THE LIFE:

    • Supervises daily activities of laboratory technicians performing analysis at water and wastewater laboratories;
    • Coordinates and communicates drinking water sampling and compliance events with Water Treatment System Supervisor;
    • Evaluates and disciplines subordinate personnel and ensures safety is maintained by subordinate personnel;
    • Maintains a thorough knowledge of the Safe Drinking Water Act, Clean Water Act, and related regulations;
    • Ensures departmental compliance with federal, state, and local regulations regarding laboratory, drinking water, stormwater, and wastewater systems;
    • Performs training of subordinate personnel at both the water and wastewater treatment facilities;
    • Works with state and federal regulatory personnel;
    • Manages the city's NPDES Storm Water General Permit compliance efforts and prepares the NPDES Storm water annual report;
    • Manages the design and construction of assigned storm sewer related projects and serves as a liaison between the City, contractor, and design consultants with respect to storm water design and construction issues including Stormwater permitting;
    • Document and manage drainage studies including technical reviews and responses;
    • Develops and facilitates community outreach and education programs concerning storm water regulations and requirements.
    • Prepares statistical and narrative reports and submits mandated reports to the appropriate agency in a timely manner;
    • Reviews, evaluates, and provides permitting coordination for storm water pollution prevention plans for sites, subdivisions, and City projects verifying compliance with applicable storm water regulations;
    • Prepares responses/comments to submitted plans including identifying required changes;
    • Serves as the primary contact for developers, contractors, and general public when erosion and sediment control questions arise.

WHAT YOU'LL NEED TO BE SUCCESSFUL:

  • EDUCATION: A Bachelor's degree in Environmental Science, Biology, Chemistry or related field is required.
  • EXPERIENCE: Four to six years of similar or related experience is required. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well within six months of employment.
  • CERTIFICATIONS/LICENSES:

    This employee must possess and maintain a valid Kansas Driver's License. A Kansas Wastewater Operator Certification, a Kansas Wastewater Laboratory Analyst Certification, and a Kansas Water Laboratory Analyst Certification are desired at time of appointment and are required after two years of employment. Certified Inspector of Sediment and Erosion Control (CISEC) within two years of appointment; and Certified Storm Water Manager (CSM) and Certified Flood Plain Manager (CFM) within five years of appointment. The acquisition of a Kansas Water Operator Certification is desired but not required
