The Parks, Recreation & Community Services Department is actively seeking a Parks Finance and Grants Supervisor.

This is professional grant accounting work at the supervisor level in the planning, developing, and monitoring of grant programs for compliance with federal, state, and local regulations and programs standards. Work requires a basic understanding and application of the theories, principles, and practices of researching grants, program evaluation, accounting and financial management which is gained through degree granting schools, or an equivalent level of practical knowledge gained through experience.  Schedules, assigns, monitors, reviews, and evaluates the work of assigned staff.  Contacts with others require skills in understanding and/or influencing people and are important in providing client services, including skills of persuasiveness, assertiveness, and sensitivity to others point of view that are required to influence behavior, change an opinion, or turn a situation around. The work is covered by clearly defined policies and accounting principles and the employee is required to exercise judgment in determining how to accomplish program objectives. The work requires the use of judgment in searching for solutions or new applications within one's known experiences. Work is performed in an office environment. Operates standard office equipment such as a personal computer using word processing, spreadsheet, database, and various accounting software, calculator, and copy machines. The physical demands consist mainly of sitting or standing at a workstation for extended periods of time, and occasionally lifting and moving light objects weighing up to 20 pounds. The work is performed under administrative direction where the work assignments are subject to operating plans, objectives, functional policies and precedents and the worker is free from any technical control in planning and carrying out their work responsibilities.  The work is reviewed in terms of feasibility, compatibility with other work projects, and effectiveness in meeting requirements or expected results.  
  • Analyzes, interprets, and applies federal, state, local government, and private funder’s statutes, rules, and regulations regarding grant administration.
  • Prepares monthly/quarterly/annual reports and correspondence.  
  • Maintains and audits financial records, accounts, ledgers, and journals.  
  • Prepares and monitors operating budgets.  
  • Prepares and monitors Capital Improvement Projects (CIP) fiscal reports
  • Develops policies and procedures designed to affect the administration of grant projects. 
  • Monitors spending rate against grants and awards monthly and provides information to program leads to adjust spending accordingly. 
  • Schedules, assigns, monitors, and reviews the work of assigned staff.  
  • Operates standard office equipment such as a personal computer using word processing, spreadsheet, database, and various accounting software, calculator, and copy machines. .  
  • May certify and/or supervise preparation and maintenance of volunteer time and leave reports, payroll records and pay vouchers. 
  • Communicates clear direction, manages for results, and leads organizational change.
  • Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing, and motivating employees.
  • Demonstrates proficiency in the City of Jacksonville’s competencies.
  • Performs related work as required.
  • Knowledge of federal, state, and local grant regulations and standards. 
  • Knowledge of government accounting standards and procedures.
  • Knowledge of administrative and supervisory methods, practices, and techniques.
  • Knowledge of City purchasing and budgetary policies and procedures.
  • Skill in making and verifying mathematical calculations.
  • Skill in maintaining accounting and fiscal records.
  • Ability to prepare reports and correspondence in compliance with federal, state, and local regulations. 
  • Ability to develop, recommend and administer policies, procedures and regulations relating to grant administration and compliance.
  • Ability to investigate and resolve contract issues, grant issues, disputes and/or complaints.
  • Ability to apply accounting and auditing knowledge to work assignments.
  • Ability to communicate effectively orally and in writing.
  • Ability to develop graphs, summaries, and reports.
  • Ability to operate standard office equipment such as a personal computer using word processing, spreadsheet, database, and various accounting software, calculator, and copy machines.
  • Eight years of education and/or professional experience in grant administration and/or accounting which includes at least two years in a supervisory or lead worker capacity. 
  • Depending upon assignment, must pass background screening on a local, state and federal level as required by the State of Florida Children and Family Services or Elder Affairs. 

LICENSING/CERTIFICATION/REGISTRATION:
  • A valid driver's license is required prior to appointment and must be maintained.  
  • Must qualify for prior to appointment, obtain and maintain during employment in this class a City of Jacksonville Public Driver Certification as a public driver.  
  • CPR and First Aid Certification is required within six months of appointment and must be maintained.

OTHER REQUIREMENTS:
  • The probationary period for this class is twelve months.  
  • This classification performs safety-sensitive functions and is subject to pre-employment, random and other drug/alcohol testing programs as set forth in the City of Jacksonville’s Drug Free Workplace Policy (0401).
