OBJECTIVE:
As part of a Public Works crew, this position performs manual, skilled, or semi-skilled grounds and facility maintenance tasks on a daily, cyclical, and routine basis

RELATIONSHIPS:
Reports to: Parks Supervisor

Supervises: Has no supervisory duties.

Has work contacts with Parks Director, Department, Division, and Office Heads, employees, co-workers, customers, and the general public.

Essential Duties

ESSENTIAL DUTIES:

  • Mows, prunes, and mulches trees and plants; uses fertilizers and pesticides, and all horticultural duties for the Parks, Right of Ways, paved trails, and greenbelts.
  • Maintains and assists in construction of park benches, picnic tables, and playgrounds.
  • Cleans and maintains restrooms and pavilions to expected condition.
  • Assists in litter/trash collection, and general overall park grounds cleanliness.
  • Safely operate and maintain all power, motorized and manual equipment assigned to the work group including, riding and push lawn mowers, string trimmers, chain saws, blowers, etc.
  • Assists with organizing and supervising work of seasonal employees, under the direction of the Parks Crew Leader, to complete assigned duties.
  • Reports to supervisor any vehicle or equipment malfunction for repair, as well as any damage to City facilities.
  • Maintains proper daily maintenance of equipment by checking fluid levels and washing vehicles.
  • Reports to supervisor daily assignments as they are completed. Reports on daily work activities and keeps necessary records.
  • Responds to weather clean-up emergencies, i.e., snow removal, ice removal, tree debris removal.
  • Safely operates City trucks and vehicles (e.g., backhoe, dump trucks with snow plows and salt applicators, pickup trucks, skid-steer loaders, and end loaders) on and off the public roadways.
  • Responds to citizen inquiries or refers citizen to proper supervisor for response.
  • Picks up leaves in annual clean-up program.

  • Performs other special projects and other duties as assigned or required during regular and non-business hours, including providing support as a part of any City response to essential or emergency operations.

Minimum Position Requirements/Qualifications

MINIMUM POSITION REQUIREMENTS/QUALIFICATIONS
The requirements listed below are representative of the knowledge, skill and/or ability required to perform the essential duties of the position.

Education and Experience
Minimum education and experience required to perform essential duties of the position.


  • A High School diploma or equivalent is required.
  • Possession of a valid state-issued Class “B” Commercial Driver’s License, or ability to obtain such license within one (1) year of hire.
  • Minimum one (1) year experience in grounds maintenance, general construction, or applicable trade.

For successful performance in this position, the incumbent must demonstrate the following knowledge, skills, and abilities.

Knowledge of:
  • Good knowledge of a variety of semi-skilled maintenance and manual tasks involved in the general upkeep and development of parks grounds and facilities.
Skill in:
  • Safely operating a variety of maintenance equipment and machinery required by the work.
  • The use and maintenance of hand tools and grounds equipment.
  • Proficient in basic computer skills.
Ability to:
  • Learn and apply forestry techniques and procedures.
  • Maintain park cleanliness and general maintenance.
  • Learn and apply new technology.
  • Identify and report any malfunctioning equipment and/or machinery.
  • Prepare and maintain accurate reports of daily assignments completed.
  • Perform strenuous manual labor for extended periods of time under varying weather conditions, and to do so in a safe manner.
  • Interact/respond to citizen inquires or guide them to the appropriate service.
  • Operate City vehicles and equipment in a safe manner.
  • Perform work in a safe manner, follow safe work procedures and take necessary safety precautions.
  • Work without direct supervision and within the boundaries of areas of responsibility.
  • Effectively plan, organize and complete the tasks assigned
  • Work effectively as part of a team.
  • Maintain a positive attitude and professional demeanor at all times; address resident and customer concerns in a helpful, courteous manner.
  • Establish and maintain effective working relationships with supervisors, Department and Division Heads, co-workers, seasonal employees, residents, vendors, customers, and the general public.
  • Communicate effectively both verbally and in written form, with supervisors, contractors, utility companies, property owners, government officials, the general public, fellow employees, and City officials.
  • Exercise good judgment and courtesy in maintaining public and employee relations.
  • Work with others in a positive, supportive fashion to solve problems, generates ideas, and accomplish department and City goals.
  • Make decisions in accordance with laws, regulations, and established procedures.
  • Maintain confidential information; possess a high level of integrity; and adopt a professional work ethic.
  • Respond and assist in weather clean-up emergencies. This includes participation in snow and ice control operations and other Public Works operations, as directed.
  • Work a varied scheduled, including nights, weekends, extended and non-standard hours. This includes participation in snow and ice control operations and other Public Works operations as directed.
  • Obtain and maintain a valid state-issued Class “B” commercial driver’s license.
  • Ability to understand and carry out written and oral instructions.

Supplemental Information

EQUIPMENT, INSTRUMENTS AND MACHINES:
Machinery and equipment including personal computer and other standard office machines; City motor vehicles including pickup truck, backhoe, dump trucks, end loaders, chain saws, lawn mowers, brush chipper, skid steers, and a variety of common hand-held power tools.

PHYSICAL FACTORS:
The physical demands described here are representative of those that must be met by any an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

While performing the duties of this job, the employee regularly works in an outdoor environment and will frequently be exposed to adverse weather conditions, including extreme heat and extreme cold, high winds, and wet/humid conditions. The employee will work near moving mechanical parts in precarious places; and is exposed to fumes or airborne particles, toxic or caustic chemicals, dust, and vibration. The noise level in the work environment is generally quiet to moderately noisy.

This position exerts continuous physical effort, working with average and heavyweight materials, and frequently walks, stands, stoops, kneels, crouches, crawls for sustained periods of time. This position can exert up to 100 pounds of force by lifting, carrying, pushing or pulling objects. The employee is frequently required to see/observe, talk/speak and listen/hear; use their hands to finger, handle, feel or operate objects and equipment; repetitive arm, wrist, hand and eye movements are included. There is frequent twisting, reaching, wrist turning and grasping. The employee may be required to climb or balance.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. Hand-eye coordination is necessary to operate computers and various pieces of equipment. Employee is required to use cognitive ability to reason, analyze and verbalize thoughts and ideas. Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials or tasks.
