ONE ANTICIPATED VACANCY. MUST BE BILINGUAL

Under general supervision, performs various general clerical and secretarial duties for the Clerk of Court. Work involves entering important information into the computer, receiving and processing papers, and providing assistance to general public in English and Spanish; requiring extensive public relation involvement, independent judgement, and organizational skills and using personal judgement based on professional knowledge in the processing of routine transactions in handling normal day-to-day assignments. Reports to the Assistant Director.

Duties of Responsibilities:

Court Specialist performs a variety of work in English and Spanish according to assigned work and/or supervisor. Duties may include the following:

Answers the telephone; assists the public in person or via the telephone in English and Spanish with inquiries on cases with the City of Kenner; provides information to the public in English and Spanish.

Assists the Office Manager in administrative duties.

Schedules trials, hearings, and arraignments via judges, supervisors, and defendants’ requests.

Provides Spanish consecutive, simultaneous, and sight interpretation for misdemeanor and traffic cases.

Searches for tickets and/or cases as required; researches tickets to be paid by defendant/public.

Quotes fines and fees to the public/defendants.

Answers and directs telephone calls.

Maintains accurate court records and timely preparation and distribution of court documents.

Faxes recalls to the Kenner Police Department; files recalls accordingly to the court date or the time it was paid in full without court appearance.

Provides defendant a signed copy of court date(s) to go to court.

Ensures the provision of courteous and professional assistance to all who use the court; represents the court in maintaining effective working relationships with attorney, law enforcement officials, social workers, and other related public and social service agencies including City departments and City officials.

Provides written translations of court documents and other information to the Spanish speaking general public.

Sends payments to Cashier.

Types disposition for defendant on old or passed charges.

Trains new employees in the Mayor’s Court.

Sends defendants to court or brings defendants to court on mandatory cases to be seen by the Magistrate.

Researches and prepares defendants cases(s) to be brought to court.

Prepares miscellaneous letters and 301 letters for Magistrate signature.

Prepares arraignment docket, trial docket, and other reports for court proceedings as needed.

Edits and updates information, dispositions, fines, and notes in the computer.

Encourages and establishes self-motivational and organizational skills and independent work habits.

Handles administrative matters when directed.

Enters tickets in computer if customer comes to pay a ticket and not entered in the computer; runs a record check; completes bill of information; types information from ticket into the computer; stamps posted; initials ticket for being entered; submits to Cashier for customer to pay.

Prepares bond refund checks for customers who are due money back; checks bond receipt to see who posted; asks for picture identification; checks case and bond screen to verify amount to return; writes check; obtains supervisors signature; runs a copy of check and identification; issues check to customer; posts bond amount returned in computer; files case.

Establishes and maintains working relationships with the Department Director, supervisors, employees, and the general public.

Retrieves cases if defendant’s court date is due and they do not want to go to court but they do not have the money to pay at the time; completes an informal time to pay; makes changes in computer; obtains signature; provides a copy; keeps a copy in time to pay file.

Completes walk in court forms on surety bond cases; enters pay slip in computer; obtains signature on form; attaches receipt and signed form to case; obtains Police Officer signature on form.

Stamps motions from attorneys; retrieves cases; places in judge’s folder for review.

Recommends and implements improvements, cost and time saving measures, and increasing productivity procedures.

Enters data on driver’s license suspension request into computer; forwards information to the Department of Public Safety and Corrections.

Scans cases into program and index.

Handles all problems the Clerks are not able to handle such as problem with cases or defendant at the window and on the telephone, making bond adjustments, and assisting in finding lost cases.

Receives and/or reviews various documents such as letters of request from defendants, traffic citations, domestic violence citations, Ordinance 5474 cases, Federal Bureau of Investigation checks, Child Protection Act requests, transmittal letters, Magistrate’s notes and directives, State computer program, electronic mail.

Prepares and/or processes various documents such as attachment recalls, record checks, disposition forms, affidavits, edit list, suspension forms, bench warrants, inquiry letters, Refers to statute codes, Officer lists, Judge’s orders, Prosecutor’s orders, computer system, City of Kenner policies, policy and procedure manuals, computer manuals, codes/laws/regulations, publications and reference texts, etc.

Operates a variety of office equipment and machinery such as telephone system, printer, fax machine, copy machine, calculator.

Uses a variety of tools such as electric stapler, staple remover, pliers, hole punch, paper cutter, standard office tools, etc.; a variety of supplies such as staples, paper, letterhead stationary, general office supplies, etc.; and a variety of computer software such as Court Management System, Microsoft Office, Outlook Express, ARMS, State Vital Statistics Program, DPS File Transfer Program, etc.

Interacts and communicates with various groups and individuals such as Office Manager, coworkers, Judges, Prosecutors, defendants, attorneys, and the general public.

May perform any of the following duties:

Submits attachment arrest cases and domestic violence surety cases to assigned Clerks.

Checks incoming cases for reports and court dates; faxes report requests to Records Department for missing reports; checks and verifies reports are stating evidence; stamps the word “evidence” on reports if stating evidence.

Runs record checks; attaches all arrest tickets together with booking form.

Performs records check on domestic violence and misdemeanor cases before submitting to Prosecutor for review.

Attaches disposition forms to misdemeanors; submits to Prosecutor for review; highlights booking number to be used for docket number for misdemeanor cases.

Prepares and attaches affidavits to cases; attaches return mail to cases.

Distributes recalls from the Kenner Police Department.

Runs a license plate for Code Enforcement in State computer.

Checks with Kenner Police Department for missing cases; assists the Kenner Police Department.

Closes out the paid cases daily; prepares paid closed cases to filed accordingly to the days paid entries; enters new tickets into the computer; generates a report on tickets that were entered to check for errors; makes corrections if necessary.

Meets with judges and/or prosecutors to obtain new dispositions on cases; prepares legal letters to defendants; prepares attachment recalls to be faxed to NCIC; prepares notices for trials, hearings, and arraignments; mails notices to defendants with transmittal letters.

Collects out-going mail; places the proper postage; ensures the mail is ready for pick-up.

May perform the following attachment duties:

Issues attachments on court cases.

Prepares, issues, and files attachments alphabetically; replaces and arranges attachment folders to keep the cases organized.

Meets with judges and prosecutors to amend information on cases to order attachments.

Prepares and inputs cases into system for attachments to be viewed by all Police departments.

Verifies defendants’ vital information utilizing the State of Louisiana Computer for attachment purposes.

Issues bench warrants as requested by the Magistrate.

May perform the following 5474 case duties:

Figures and writes date to be dismissed on bottom of Ordinance 5474 forms from court, Clerk’s window, and diversion cases; files cases by date to be dismissed; retrieves cases at due date; prepares for scanning; closes cases out in the computer.

Locates cases for Federal Bureau of Investigation background checks and Child Protection Act requests by date of birth and last name and then by arrest date of Federal Bureau of Investigation request; completes requested information including original charge and date, level of conviction, final disposition, and any active warrants; faxes form and report if a copy of police report is requested.

Runs an edit list for attachment ordered traffic cases from court; verifies that cases on the list are in the folder; locates missing cases; pulls unsigned parking tickets; files in special parking folder; files signed tickets in a folder with the edit lists to file in attachment ordered traffic draw.

ADDITIONAL JOB FUNCTIONS

Relieves Cashier by handling cash, credit cards, and fines; balances drawer at the end of the day.

Enters new tickets into computer system.

Assists supervisor, prosecutors, or court with requests in English and Spanish.

Assists in the training of new employees or summer workers.

Provides backup support for co-workers when needed.

Assists in ordering and monitoring supplies.

Helps to process inventory on equipment used in the Clerk of Court, Mayor’s Court, and Council Chambers.

Provides directory telephone assistance to defendants via the telephone or in person in English and Spanish.

Performs other related duties as required.

Performs general administrative/office duties as required, including typing reports and correspondence, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, answering the telephone, establishing and maintaining filing systems, etc.

Minimum Qualifications:

Requires a high school diploma or equivalent with six to nine months of secretarial and bookkeeping experience; or any equivalent combination of training and experience which provides the required knowledge, skills and ability. Must be proficient in typing and knowledgeable in the operation of the personal computer. Must be Bilingual in English and Spanish.
