CITY OF KINGMAN BUILDING & LIFE SAFETY INSPECTOR KINGMAN FIRE DEPARTMENT $23.28-$28.03/HOUR (Hire in Range; DOQ)

GENERAL DESCRIPTION OF POSITION

Performs field on-site inspections and technical work with overall responsibilities in the areas of building inspection, plan review, fire prevention, code enforcement, fire investigation, public education, and environmental crime investigation. Ensures compliance with current building/fire codes, ordinances, local, State and Federal regulations and laws related to assigned activities. Assists in the implementation of a community oriented fire prevention and life safety programs.

SUPERVISION RECEIVED

Work is performed under the general supervision and direction of the Building Official or designee who reviews work through performance reviews and conferences.

Minimum Qualifications/Special Requirements EDUCATION AND EXPERIENCE
  1. graduation from high school diploma or ged equivalent.
  2. four (4) years of experience in general construction and related fields.
  3. icc certifications as a fire inspector i or the ability to obtain certifications within 12-months of employment.

NECESSARY KNOWLEDGE & SKILLS

  1. Thorough knowledge of International Building and general construction codes as applied to conducting inspections and plan review; Current principles, practices and methods of fire prevention and code enforcement.
  2. Applicable codes, ordinances, rules and regulations; Principles, procedures, materials and standard practices of building construction, including stages when inspections to detect violations and defects are most easily observed and corrected.
  3. Practical knowledge of personal computers and software (word processing, spreadsheets, project and scheduling – Trakit, etc.), data entry and retrieval systems; Principles, practices and methods of firefighting and fire science;
  4. Detecting substandard materials and workmanship; enforcing code compliance; Investigating fire scenes and causation.
  5. Preparing and maintaining clear, concise and accurate records and reports.
  6. Working in a team environment.
  7. Ability to: Wear OSHA required personal protective equipment;
  8. Meet such physical requirements as established by a competent medical authority
  9. Maintain regular attendance and recognize attendance as an essential function of this job to ensure continuity; and willingly work assigned shifts to include supporting operations due to emergencies that include the working of weekends, holidays, overtime and call-back as scheduled and necessary.

SPECIAL REQUIREMENTS
  1. Valid Arizona Driver's license or ability to obtain one prior to employment.
  2. Obtain ICC Certification as a Fire Inspector II within 18 months of appointment.
  3. Pursue continuing education, training and experience to obtain additional certifications applicable to position and enhancing capabilities to continued performance of job responsibilities.
  4. Ability to read and write the English language.
  5. Must be able to obtain International Association of Arson Investigators I-IV Course or equivalent.

Essential Functions

  1. Performs code compliance inspections of new and existing industrial, commercial, and residential buildings and property during various stages of construction, remodeling, alterations, repairs and demolition to ensure compliance with applicable current codes, ordinances, local, State, and Federal laws and agency regulations. Works with developers, architects, and contractors to correct non-compliance and resolve issues.
  2. Performs code compliance inspections for special events, fire hazards, fire protection systems and complaints received by the public relating to fire hazards and other code violations. Enforces applicable codes and works proper parties to correct non-compliance and resolves issues.
  3. Coordinates inspection activities with other city departments and divisions.
  4. Documents inspections, violations, and maintains all records, including inspection reports and correspondence with affected parties, on compliance efforts.
  5. Complies information, prepares and maintains plan review, inspection, and permit records and related databases accurately and in a timely fashion. Presents oral and written reports as required.
  6. Maintains records of building and inspection activity and completes related reports. Issues permits as appropriate.
  7. Assists in resolving complex and sensitive customer service issues, either personally, by telephone or in writing.
  8. Maintains records and documents of customer service issues and resolutions.
  9. Inspects and tests fire protection and/or fire detection systems to verify such systems are installed in accordance with appropriate laws, codes, ordinances, regulations and standards.
  10. Researches new building and construction methods, materials, and codes to stay current in field.
  11. Prepares and issues occupancy reports for violations of City building and fire codes and/or ordinances; performs follow-up inspections to ensure that corrective action has been taken.
  12. Works independently in the field and is responsible for decision-making requiring discretion, judgment and familiarity with laws, codes, ordinances, regulations and standards.
  13. Performs work in accordance with safety policies and procedures.
  14. Communicates and acts in a professional manner with the public, co-workers, and work contacts. Maintains harmonious relationships and provides excellent customer service.
  15. As training and certification applies, this position is subject to call in/call back to support the operational needs of the department.
  16. Performs all work duties and activities in accordance with City policies and procedures; follows safety policies and practices, works in a safe manner, and immediately reports unsafe activity and conditions to supervisor(s).
PERIPHERAL DUTIES:
  1. May conduct fire cause investigations. Investigates fires for origin and cause, and assists the Police Department with criminal investigation of fires.
  2. Assists other departments on difficult or unusual code requirements for major projects.
  3. May serve on various employee or other committees as assigned.
  4. Assists in conducting public education classes and station tours as assigned.
  5. Attends continuing education classes as required.
  6. Performs related duties and special projects as assigned.
