WASTEWATER TREATMENT PLANT OPERATOR/TRAINEE

DISTINGUISHING FEATURES OF THE CLASS:
This is a trainee position involving responsibility for learning the duties, responsibilities and routines involved in the operation and maintenance of a Wastewater Treatment Plant. This is a traineeship position in which appointees receive formal classroom training and on the job experience in the operation of a wastewater treatment plant. Trainees are advanced to higher levels upon completion of training and experience at two levels based on the requirements established by the New York State Department of Environmental Conservation without further Civil Service testing. Each level will have responsibilities as indicated below.

TRAINEE LEVEL
Upon passing the Civil Service examination and being appointed off an eligible list appropriate for the Wastewater Treatment Plant.

EXAMPLES OF WORK: (Illustrative only)
  • Learn the techniques of operation and maintenance of the wastewater treatment plant and collection system;
  • Learn and assist in operation and adjustments of pumps, motors, valves, screens and related mechanical equipment;
  • Learn and assist in the inspection, maintenance and repair of pumps, motors, valves and related mechanical equipment;
  • Learn and assist in the required laboratory analysis including but not limited to pH, temperatures, chlorine residual, settleable solids, TSS and BOD;
  • Perform housekeeping duties as required in all areas of the facility;
  • Learn and assist in the preparation and maintenance of activity records and reports;
  • Perform increasingly responsible duties in the operation and maintenance of the wastewater treatment plant and collection system.
  • The work will be performed under the direct supervision of a licensed Wastewater Treatment Plant Operator. The incumbent will perform all related duties as required.

ASSISTANT WASTEWATER TREATMENT PLANT OPERATOR
Upon receipt of a Grade 2A Operator Certification the employee will advance to the Assistant Operator title without further Civil Service examination while continuing toward acquiring a Grade 3A Operator Certification after attaining the necessary experience needed to take the certification examination as required by NYSDEC.

EXAMPLES OF WORK: (Illustrative only)
  • Participates in the techniques of operation and maintenance of the wastewater treatment plant and collection system;
  • Assist in operation and adjustments of pumps, motors, valves, screens and related mechanical equipment;
  • Assist in the inspection, maintenance and repair of pumps, motors, valves and related mechanical equipment;

  • Perform increasingly responsible duties in the operation and maintenance of the wastewater treatment plant
  • The work will be performed under the general supervision of Senior Wastewater Treatment Plant Operator. The incumbent will perform all related duties as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES FOR APPOINTMENT AS A TRAINEE:
  • Basic knowledge of plumbing, electric, overall mechanics, basic chemistry and general science;
  • Ability to follow oral and written instructions; Ability to learn principles and procedures relating to the operation of the facility; Basic keyboarding and computer skills including a knowledge of Microsoft Word and Excel.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES FOR APPOINTMENT TO ASSISTANT WASTEWATER TREATMENT PLANT OPERATOR:
  • Knowledge of plumbing, electric, overall mechanics, basic chemistry and general science; good oral and written skills; ability to work well with others; ability to apply principles and procedures relating to the operation of the facility; keyboarding and computer skills including knowledge of Microsoft Word and Excel.

NOTE: Anyone taking the entry-level Operator/Trainee Civil Service examination who has already acquired a 2A Operator Certificate may be appointed at the Assistant Wastewater Treatment Plant Operator level without going through the entry level Trainee portion of this title. Employees whoo have a 2A Operator Certificate are expected to obtain their 3A Operator Certificate within a reasonable timeframe as set by NYSDEC

MINIMUM QUALIFICATIONS FOR ENTRY-LEVEL OPERATOR/TRAINEE:
Graduation from High School or possession of a High School Equivalency diploma.

MINIMUM QUALIFICATIONS FOR ASSISTANT WASTEWATER TREATMENT PLANT OPERATOR:
  • Graduation from High School or possession of a High School Equivalency diploma AND
  • 2A Wastewater Treatment Plant Operator Certification

SPECIAL REQUIREMENT FOR EMPLOYMENT:
Ability to obtain a Commercial Driver License within twelve (12) months of appointment date.

TRAINEE APPOINTMENTS
If a trainee fails, refuses to pursue, or does not continue such training or academic courses satisfactorily as may be required, his/her employment may be terminated at any time during the traineeship (Rule XV of the Kingston Civil Service Rules and Regulations).
