EMERGENCY DISPATCH SUPERVISOR

DEFINITION
The Emergency Dispatch Supervisor is a single position classification utilized in the Police Department, which provides emergency and non-emergency communications and dispatch services to law enforcement, fire protection, medical services, and other public safety agencies. Reporting to the Police Captain, or designee, the incumbent will provide lead supervision and training of subordinate dispatchers in addition to regular dispatching responsibilities.

QUALIFICATIONS
Knowledge of:
Operations, procedures and policies of the dispatch center.
Cities, location of highways, main streets, major buildings and geography of the City of Lemoore and general Kings County locations.
Maps and map reading
Computer Aided Dispatch (CAD) systems
911, fire radio and law enforcement radio systems
Proper English grammar, vocabulary and spelling
Effective training and supervision techniques
Modern Office equipment and procedures, including computers
Ability to:
Plan, organize, direct, assign, and supervise the work of subordinate staff
Provide effective leadership in staff development
Foster continued professional growth of staff
Complete continuing education courses to maintain registration, licensure, or certifications
Plan, arrange and prioritize workload and subordinates' assignments
React quickly, appropriately, and calmly in emergency situations to determine appropriate course of action
Maintain confidentiality of sensitive information
Accurately and quickly interpret maps and be able to properly identify the locations of major landmarks, cities, highways, main streets, major buildings and the geography of the City of Lemoore and general Kings County areas
Flexibly alternate attention among a variety of tasks
Exercise tact, courtesy and patience in public contacts
Communicate effectively both orally and in writing
Carry and respond to radio transmitter, pager, cell phone or walkie-talkie
Speak and enunciate clearly and with appropriate volume over radio and telephone
Speak, write and conduct interviews and trainings effectively
Establish and/or maintain cooperative working relationships with staff, community and resource agencies
Frequently speak to the general public as a county representative
Type and use a computer keyboard with speed and accuracy
Follow and train others to follow safe work practices including workplace safety policies and procedures
Properly use, train and direct others to properly use personal protective equipment
Multitask within the scope of responsibilities.
Incumbent must dispatch and monitor for Fire, Law Enforcement, Animal Control, and other local agencies as required.
Incumbent must simultaneously operate and monitor multiple automated systems, including CAD, CLETS, and 911 systems.
Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Two years of experience as a Senior Dispatcher or equivalent; or three years of public safety emergency services dispatching experience.
Training:
Equivalent to graduation from high school.
License or Certificate
Possess and maintain a valid California Peace Officer Standard Training (P.O.S.T.) Public Safety Dispatcher Certificate.
Possess and maintain a valid California driver’s license issued by the Department of Motor Vehicles.
Special Requirements
Ability to type at a speed of 35 net words per minute
Ability to work irregular hours and variable shifts including evenings, nights, weekends, and/or holidays
Ability to qualify for security clearance through a background investigation and fingerprint check
Requires occasional travel within county and out of county.
WORKING CONDITIONS
Environmental Conditions:
Primarily works in a highly controlled access facility where public entry is heavily restricted.
Physical Conditions:
Sit/stand for extended periods of time at a desk and/or computer terminal without the ability to alternate positions; typing on a computer or keyboard on a routine basis; communicate orally, in person, on the phone and over radios; hear telephone conversations and normal radio communications with static or weak transmissions; visual ability to distinguish colors on Computer Aided Dispatch (CAD) machines; routine visual ability for reading, watching, driving, and viewing computer screens; may in rare circumstances, be required to work in field requiring exposure to outdoor elements including weather extremes, loud noises and/or uneven terrain.
