- Performs assignments requiring the application of intensive and diversified knowledge of construction and management principles and practices in broad areas of assignments for construction of water, wastewater, and other public works projects.
- Maintains records of construction activities and serves as a liaison between the City, design consultants, construction contractors, sub-contractors, utility providers and others as needed.
- Ensures compliance with contract requirements by designers, contractors and subcontractors including but not limited to project plans, specifications, shop drawings, contracts, reference standards, etc.
- Administers and reviews routine construction documents including field orders, change orders, request for information (RFI), record drawings, daily/monthly activities report, pay requests, etc.
- Interprets and analyses project plans and specifications, reference standards, shop drawing submittals, etc. for the contractor as needed.
- Assures quality control with all aspects of the contractor and subcontractor’s work activities.
- Conducts daily review of job status and tracks progress through generated internal and external reports.
- Coordinates with internal staff, external agencies, and the public as needed to secure permits, aqcuire property, present updates, etc.
- Exercises original and independent judgment in the evaluation, selection and substantial adaptation and modification of standard techniques, procedures, and criteria.
- Ensures projects are completed according to schedule, resolves problems that arise due to inclement weather, emergencies or other issues that may cause delays.
- Confers with supervisors or other managers to monitor construction progress, including productivity and compliance with building and safety codes.
- Bachelor’s Degree in Engineering, Architecture, or Construction Management.
Experience
- 5 Years of progressively responsible experience in construction management or administration as a design professional or construction project manager.
- Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job is an acceptable substitute for the above specified education and experience requirements.
REQUIRED SKILLS & ABILITIES
Knowledge of:
- Knowledge of CAD design software.
- Knowledge of or familiarity with construction management software packages.
- Knowledge of contract preparation, negotiation, and implementation.
- Advanced knowledge of construction management processes, means, and methods.
- Knowledge of civil engineering concepts, practices, and procedures related to civil, construction, and environmental planning.
- Advanced knowledge of building products, construction details, and relevant rules, regulations, and quality standards.
- Knowledge of construction materials supplies and equipment specifications and standards.
- Knowledge of on-site inspection and investigation practices and procedures.
- Knowledge of local government, operations and maintenance of water and wastewater treatment facilities, water and sewer lines, asphalt and concrete streets, traffic operations, vehicle equipment and facilities repair, and capital improvement project planning.
