The Network Engineer performs a variety of complex tasks in analysis, design, testing, installation, monitoring, integration and maintenance, and maintaining the health and security of all network services and associated systems of the fiber network. This position is responsible for the design, configuration, operation, enhancement, and troubleshooting of a large, complex city government enterprise network and advanced fiber-based Triple Play services network. and other networks such as GPON, Carrier Ethernet, MPLS, and DWDM networks. The salary range for this position is $66,000- $102,400 per year with a hiring range of $75,000 - $95,000, depending on qualifications and experience. Position closes on: Monday, December 19, 2022 at 12:00pm.

ESSENTIAL JOB FUNCTIONS:
- Perform extensive design, configuration, deployment, management, maintenance and troubleshooting in GPON and Active Ethernet fiber switching technologies, OLTs, ONTs, various wireless technologies (such as WiFi, WiMax and PTP Microwave), switches and routers, firewalls, VPN concentrators, and servers.
- Translate customer requirements into feasible solutions and work with teammates and cross-functional teams to design, plan, communicate, and implement those solutions.
- Plans and designs local and wide area data and voice (converged network) communications connectivity.
- Serve as a liaison with outside vendors, local key accounts, and service providers on technical issues relating to networking equipment, servers, transport, and connectivity.
- Maintain the health and operations of all networks, servers, and services.
- Maximizes network performance by monitoring performance; troubleshooting network problems and outages; scheduling upgrades; collaborating on network optimization. Documents network problems and resolution for future reference.
- Review, research, and resolve complex problems relating to network and server installation, integration, security, configuration, and monitoring.
- Participate in an on-call rotation to support the network operations center and technical service representatives.
- Develop and document system standards and provide documentation of all new and existing logical and physical networks and infrastructure.
- Review and monitor connectivity, project development, adherence to networking standards, and thorough testing produced by network contractors, vendors, and staff for quality control.
- Upgrades network hardware and software components as required.
- Designs, analyzes and manages enterprise network including installation, maintenance, and security of LAN/WAN.
- Assists with routing and switching configurations changes as part of day-to-day operational support or planned/engineered changes
- Complete special projects as assigned.
OTHER JOB FUNCTIONS:
- Participate on various information services committees.
- Perform other duties as assigned and required.
- Provide technical support to colleagues within engineering and network operations
- Upgrades network hardware and software components as required
- Participates in various network projects in the areas of project engineering, scheduling, equipment upgrades and copper or fiber optics installation.
- Assists with research, evaluation and implementation of new network technologies and tools.
- Assists with maintaining technical standards for network operations
- Creation of network documentation and diagrams
SUPERVISORY DUTIES:
Provides escalation support for Technical Service Representatives. This position does not directly supervise other empoyees.
JOB QUALIFICATIONS:
Knowledge, skills and abilities:
- Knowledge of ISP, WAN, or similar network environment
- Established experience with configuring and managing routers, layer 2/3 switches, and wireless devices (access points, stations and PTP equipment)
- Established experience with GPON, Active Ethernet, OLTs, and FTTP hardware
- Thorough knowledge of and experience with the following:
- Advanced network protocols such as ARP, IPv4/v6, ICMPv4/v6, OSPFv2/v3, DHCPv4/v6, DNS, NAT, and QoS
- Network loop prevention, load balancing and redundant services such as SVI, VTP, RSTP, VRRP, SRRP, GLBP, Multi-Chassis sync, iBGP/eBGP tuning attributes
- Advanced layer 2/3 network services such VPLS, VRF/VPRN, Classes of Services, and Service Flow Through provisioning)
- Transport and access technologies including MPLS, IPSEC/GRE, MEF Carrier Ethernet, DWDM
- VoIP technology and industry standards such as SIP, MGCP and PSTN call routing
- Intermediate to advanced experience in a Linux server environment
- Trouble Ticketing or Incident Management system
- Network management and monitoring systems,
- Intermediate to advanced scripting experience in BASH, perl, PowerShell, VBScript or python
- Knowledge of wireless networks, such as 802. 11a/b/g/n WiFi, PtP, or mesh
- Knowledge of services and protocols, including SNMP, SYSLOG, BGP, OSPF, MySQL, DNS and DHCP Servers
- Thorough understanding of TCP/IP and Ethernet
- Strong technical and analytical, and communication skills
- Ability to analyze data, solve problems, and develop logical solutions

Education and/or experience:
Bachelor’s degree in computer science, information technology, data communications or related field from an accredited, four-year college or university or combination of experience and education. Three (3) years' experience as a network engineer, systems engineer, or telecommunications engineer in an ISP or carrier grade network operations environment. Ability to respond to regularly when on-call within an established timeframe of 20-30 minutes.
Licensure and/or certifications:
Current certifications in Cisco, Juniper and/or Nokia preferred. Must possess a valid driver’s license.
Material and equipment directly used:
Installation and testing equipment including small hand tools, laptop, wiring tester, fiber tester, fiber power meter, OTDR, WiFi scanner. Vehicle. Standard office equipment including, but not limited to, personal desktop and/or laptop computer and associated hardware and software, telephone, copier, calculator, and fax.
Working conditions and physical requirements:
Work is generally performed in a standard office environment as well as field work in the deployment of commercial networking equipment. Work requires problem solving skills, frequent reading, reasoning, customer contact, multiple concurrent tasks, and constant interruptions. Requires the ability to communicate effectively in English both orally and in writing. Work must be done while working closely with others, including both coworkers and users.
Frequent light lifting and carrying (up to 50 lbs.), pulling, pushing, reaching, walking, standing, and bending/stooping. Occasional sitting, climbing, twisting, kneeling, squatting, and driving. Requires the ability to use dexterity and a full range of hand and arm motions during installation activities. Periodic travel to other City departments.
