The Senior Buyer is responsible for procuring a wide variety of equipment, supplies and materials for the City in accordance with local, state and federal procurement rules and regulations, and for handling non-routine contracts and procurement of more complex goods, materials, and services.
The starting range for this position is $60,278.40 - $79,872.00, DOQ.
This position is open until filled with applications reviewed upon receipt.
Administers competitive bid process; prepares invitation for bids; obtains competitive quotes from appropriate suppliers and vendors; analyzes, evaluates and tabulates bids; makes recommendations or selects vendors.
Provides information to vendors regarding policies and procedures and interviews for placement on vendor list; prepares information and documentation, including legal requirements, state bid laws, and City policies and procedures.
Provides assistance to City departments on purchasing related issues; maintains contact with purchasing representatives from surrounding localities to provide and share information.
Administers contracts and agreements; ensures awarded vendor complies with bid specifications, such as pricing, delivery schedule, warranty, packaging, etc.
Answers departmental inquiries related to purchase requisitions; researches and provides information needed to process and obtain items requested by department; answers inquiries related to purchase order status, supply availability, etc.
Maintains current knowledge of supply sources, product developments, contract availability, and of regulations, policies and procedures for governmental procurement; researches and develops source files consisting of possible suppliers and products/services they provide.
Performs related administrative tasks; coordinates meetings among vendors and department officials to review products and services; remains abreast of procurement market trends; compiles and maintains purchasing records, reports and correspondence; prepares applications to establish accounts with new vendors
Attends forums and classes to maintain certification.
Performs general administrative/clerical duties as required, including typing reports and correspondence, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, answering the telephone, sorting and delivering mail, etc.
Receives and/or reviews various records and reports such as specifications, policy and procedure, invoices, Invitation to Bid, and requisitions.
Prepares and/or processes a variety of documentation such as specifications, Invitation to Bid, inventory reorder report, requisitions, and purchase order.
Refers to City of Manassas purchasing procedures, Invitation to Bid, standard contract for goods and services, purchase orders, policy and procedure manuals, computer manuals, codes / laws / regulations, publications and reference texts, etc.
Operates a variety of equipment and machinery such as computer, telephone, etc.
Uses a variety of tools such as writing instruments, standard office tools, etc.; a variety of supplies such as paper, general office supplies, etc.; and a variety of computer software such as Munis, etc.
Interacts and communicates with various groups and individuals such as Purchasing Manager, City Manager, Director of Public Works and Utilities, Director of Finance and Administration, Assistant Director of Public Works, other City employees, and the general public.
Serves as Purchasing Manager when needed.
Performs related duties as assigned.Bachelor’s degree in Business or Public Administration or related field
Three years of experience in procurement, inventory management, and bid specification preparation in a government environment
An equivalent combination of education, training and experience that provides the required knowledge, skills and abilities may be considered.Must possess and maintain certification as a Certified Professional Public Buyer.
