All new employees are expected to embrace and live by our core values and commit to helping us sustain our exceptional work environment as a high-performance organization (HPO).SUMMARY OF POSITIONResponsible for the overall direction, coordination, implementation, execution, control, and completion of specific IT projects ensuring consistency with the City's IT strategic plan, project governance, and project methodology. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants to deliver projects according to plan. The Project Manager will also define the project’s objectives and oversee quality control throughout its life cycle. EXAMPLE OF DUTIES
ESSENTIAL DUTIES AND RESPONSIBILITIES Conducts meetings with all key stakeholders to announce the start of the project and review the overall project plan.Participate in shaping the framework and guidelines set forth for the project steering committee. Partners with user departments in preparing a Request for Qualifications (RFQ).Coordinates the process of reviewing, interviewing, assessing and evaluating RFPs submitted by vendors.Records detailed customer requirements, constraints, and assumptions with stakeholders to establish the project deliverables.Defines and documents project scope, goals, and deliverables that support business goals in collaboration with senior management and stakeholders.Develops full-scale project plans and associated communication documents.Supervises matrixed employees including the assignment and evaluation of work, reviewing performance, mentoring, advising, and training.Communicates project expectations to project team members and stakeholders in a timely and clear fashion.Estimates the resources and participants needed to achieve project goals.Drafts and submits budget proposals and recommends subsequent budget changes where necessary. Creates, tracks, and forecasts changes in project budgets.Determines and assesses the need for additional project staff and/or consultants and makes the appropriate recruitments if necessary, during the project cycle.Sets and continually manages project expectations with team members and other stakeholders.Identifies and manages project dependencies and critical paths.Plans and schedules project timelines and milestones using appropriate tools.Develops and delivers progress reports, proposals, requirements documentation, and presentations.Manages project risks, including the development of contingency plans.Monitors overall progress and burn rate of resources, initiating corrective action where necessary.Applies change control and configuration management processes as needed.Reports on project progress through reports and end-stage assessments.Meets with stakeholders and project members to ensure the overall direction and integrity of the project.Maintains departmental standards, procedures, and documentation.Complies with all written City policies and procedures.Conducts a project evaluation review to assess how well the project was managed.Prepares any follow-on action recommendations. Ensures customer satisfaction through post-project debriefing with customers and documenting lessons learned for each project.Maintains regular and punctual attendance. OTHER JOB FUNCTIONS: Perform other duties as assigned or directed. KNOWLEDGE, SKILLS, ABILITIES, AND BEHAVIORSKnowledge of the PMI or equivalent project management methodology.Knowledge of project management principles, practices, techniques, and tools.Knowledge of Information Technology Infrastructure Library (ITIL). Strong knowledge of the terminology, principles, and methods utilized within the Information Technology field.Knowledge of project risk management techniques.Knowledge of project management software tools and templates such as Microsoft Project, additional current Microsoft desktop operating systems, current Microsoft Office suite, and the proper use of personal computers and related computer hardware.Knowledge of general business fundamentals.Skill in utilizing computer hardware, software tools, applications, and techniques to meet user requirements.Skill in organizing resources, establishing priorities, and establishing schedules.Ability to communicate effectively both verbally and in writing.Ability to form and maintain effective relationships with co-workers and customers.Ability to create a collaborative and inclusive environment by acknowledging the differences, perspectives, and ideas of others.Ability to adapt to diverse personalities and varying demands while serving customers.Strong presentation, analytical, and problem-solving abilities.Ability to maintain an awareness of potential interdependencies with other projects and their impact.Ability to adapt and apply appropriate technical and quality strategies and standards. SUPPLEMENTAL INFORMATION
PHYSICAL DEMANDSTasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).
