Position Summary:
The purpose of this position is to inspect new residential construction and additions relating to the enforcement of building, plumbing, electrical, heating, ventilating and energy codes. In addition, the position will certify new rental units and monitor existing units for compliance with the City’s Housing Ordinance. The work is performed under the direction of the Chief Building Inspector. Hours of work are Monday-Friday: typical as assigned.
Minimum Requirements:
· Must be a citizen of the United States.
· Must be at least 18 years of age or older.
· Must not have any felony or domestic violence convictions.
· Must have attained a high school diploma or GED.
· Must be proficient in speaking and writing in English language.
· Must be able to operate a computer and use computer software, including applications and programs.
· Must be able to operate a telephone.
· Must be able to operate a photocopier
· Must be able to work in a confidential environment
· Must have a valid Wisconsin Driver’s License
· Must have the ability to exchange non-routine information using tact and persuasion when appropriate.
Desired Qualifications:
· State of Wisconsin certification as 1 and 2 family construction, HVAC, Plumbing and electrical inspector.
· Post High School education and or degree from an accredited institute of higher learning in construction management, construction technology or related field.
· Ability to become familiar with the City Building/Zoning Ordinance
· Ability to read and interpret construction plans and specifications
Essential Functions/Responsibilities:
The following duties are intended as illustrations of the various types of work that may be performed. These duties are not to be construed as exclusive or all-inclusive; other duties may be required and assigned by the Chief Building Inspector or his/her/their designee.
· Primarily responsible for residential building and site plan review, permit issuance, and inspection of residential buildings as required to endorse standards and assure code compliance regarding materials and methods, including construction, plumbing, electrical, heating and ventilating and energy codes.
· Performs field inspections at all phases of residential construction
· Requires working knowledge of local/state building codes, and current construction procedures.
· Responsible to keep up-to-date with local, state, and national codes
· Determines soil conditions requiring foundation drainage systems
· Research building department information for coordination with contractor’s, homeowner’s or City staff.
· Prepare reports and correspondence for residential code enforcement and violations; informs owners, builders, and others about residential building codes, regulations and City zoning codes and regulations.
· Primarily responsible for complaint-based inspection or voluntary inspections of rental housing within the city to assure compliance; including equipment and facilities; light, ventilation, heat, space, use and location.
· Prepares violation reports and notice of non-compliance for housing complaints.
· Reviews and communicates with owners/property managers for compliance with new rentals and with properties that are in violation to determine appropriate means to obtain compliance.
· Performs field inspections of excavation, grading, and construction sites for compliance with erosion control regulations and best practices.
· Provides information from public records in response to inquires from property owners, buyers, realtors, appraisers and others (i.e. zoning, lot size, appraisal/assessor information and zoning uses allowed)
· Performs field inspections in response to complaints related to nuisance regulations; issue orders to correct nuisances and code violations.
