PURCHASING AGENT (1039)

$36,488 beginning annual salary, payable bi-weekly, to a maximum of $71,291.50

Pursuant to Article 5, Section 5.04, of the Civil Service Code of Rules and Regulations (attached), the Commission may reject, or cause to be rejected the application of any person for admission to a test, or may, after examination, decline to certify, or may remove from an eligible list, an applicant who is deemed disqualified.
ESSENTIAL FUNCTIONS: The purpose of this position is to perform managerial fonctions associated with serving as the City's purchasing agent and overseeing tax collection, taxicab regulation, and custodial duties at City Hall. Supervises, directs, and evaluates assigned staff: processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Coordinates daily work activities; organizes and prioritizes department workload; makes work assignments; monitors status of work in progress; inspects completed work; troubleshoots problem situations. Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures compliance of city purchasing practices/procedures with all applicable purchasing standards, regulations, laws, policies, and procedures; initiates any actions necessary to correct deviations or violations. Ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals. Consults with director and other officials as needed to review department activities, provide recommendations, resolve problems, and receive advice/direction. Develops and implements departmental budget; monitors expenditures. Develops and implements long and short term goals for the department. Directs staff in procuring, storing, and maintaining inventory levels of city equipment, supplies, parts and materials; ensures the purchase of quality materials and services in a timely manner and at competitive costs. Recommends, develops, and implements innovative changes to enhance the purchasing function. Prepares specifications for purchase of materials and services; prepares and evaluates bid invitations.
Develops term contracts; Determines methods of procurement; reviews, edits, and processes purchase requisitions; Monitors performance of vendors in providing quality products and services.
Oversees regulation of taxicabs; serves as a resource for Taxicab Advisory Board. Reviews issuance of privilege licenses. Reconciles city taxes collected by the county; audits tax statements; review parcels and applications for validity of exemptions. Supervises custodial work at City Hall. Compiles and/or monitors various administrative and statistical data pertaining to departmental operations; performs research as needed; makes applicable calculations; analyzes data and identifies trends; prepares or generates reports; maintains records. Prepares or completes various forms, reports,

correspondence, specifications, bid documents, contracts, perfonnance appraisals, budgets, or other documents. Receives various forms, reports, correspondence, specifications, bid documents, contracts, legal notices, purchase requisitions, invoices, tax statements, time cards, employment applications, laws, codes, policies, procedures, standards, catalogs, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate. Answers the telephone; provides information, guidance and assistance; takes and relays messages or directs calls to appropriate personnel; returns calls as necessary. Communicates with director, employees, other departments, vendors, sales representatives, contractors, developers, consultants, outside agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction. Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
MINIMUM QUALIFICATIONS: Bachelor's Degree in Business Management, Public
Administration, Purchasing, Materials Management, or closely related field. Six (6) years previous experience and/or training that includes municipal purchasing, management. Data
Utilization: Requires the ability to evaluate, audit, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives. Human Interaction: Requires the ability to function in a managerial capacity for a division or organizational unit. Includes the ability to make decisions on procedural and technical levels. Equipment, Machinery,

Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions. Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, profit and loss, ratio and proportion; may include ability to calculate surface areas, volumes, weights, and measures. Functional
Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems. Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the direction, control and planning of an entire program or set of programs. Pysical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight ( 5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station. Sensory Requirements: Some
Tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally. Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
EXAMINATION: The examination will consist of satisfactory proof of completion of Minimum
Qualifications and Education as stated above constituting 30% of final score and 70% to be derived from the oral interview, totaling 100%. The total composite score must be 70 or above to be considered for the position. Applicants deemed to have met the Minimum Qualifications by submitting a college transcript and resume will be notified of the date, time, and location of the oral test. Certification of Eligibility for

this position is contingent upon verification of information submitted on Civil Service Application.
