What are the responsibilities and job description for the Engineer position at City of Minneapolis?

Work Location: This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

• Provide project management and coordination for planning, design, construction, and/or repair projects
• Coordinate with private utilities, local businesses, and residents to help projects meet their needs and cause minimal interference.
• Obtain appropriate approvals, agreements and permits necessary for City projects and Initiatives.
• Establish priorities to ensure that projects are completed on schedule within budget.
• Prepare project specifications, cost estimates, recommendations, etc.
• Participate in the preparation and monitoring of budgets and estimates.
• Manage, direct, and supervise technicians, interns and other staff as assigned.
• Respond to questions from City Council Members, staff, constituents and other interested parties on various projects, plans and issues.
• Work with other agencies, organizations, businesses, and City Departments on initiatives and projects as required.
• Coordinate initiatives and projects with other Public Works staff and outside partners
• Perform research, prepare reports, give presentations, and write proposals.
• Participate as the City's Representative at various meetings.
Surface Water & Sewers and Operations Capital Group:
Additional duties and responsibilities include:
• Analyzing and designing storm sewer, sanitary sewer, and stormwater drainage systems including stormwater treatment devices.
• Creating, modifying, checking, and interpreting hydrologic/hydraulic models.
• Creating, modifying, checking, and interpreting water quality models.
• Analyzing data and preparing maps using ArcGIS.
• Gathering input from stakeholders in other Public Works divisions, City departments, other agencies, and the public.
• Reviewing and providing input on work of staff and consultants including products such as design plans, drainage reports, and water quality analyses
• Manage the delivery of municipal utility engineering/project Management/design/construction
• Perform design/construction/maintenance field problem solving/trouble shooting.
• Contract administration and project management during construction
Working Conditions: Office and field work. Field work may include exposure to all weather conditions; exposure to outdoor elements such as noise, dust, gases, fumes, and chemicals; exposure to high traffic areas; exposure to rough, uneven surfaces; working in tunnels and/or other types of conditions that may be found in a construction environment. Some positions require working some nonstandard work hours and attending evening meetings with the public.
Minimum Qualifications: Bachelor's Degree in Civil Engineering from an accredited College or Equivalent.
Experience: This is an entry level position, experience performing engineering work is a plus, but not required.
Equivalency: An equivalent combination of education and experience closely related to the duties of the position MAY be considered.
Licenses/Certifications:
- Possess, and continue to maintain, a valid driver’s license.
- As a condition of continued employment, a Professional Engineer License must be obtained from the State of Minnesota within eight years from the date of hire.
Employees hired into the Engineer (unlicensed) classification are automatically promoted to the the Professional Engineer classification upon successfully obtaining a Minnesota Professional Engineer License.
Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience 100%. It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score 70% on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.
Drug and Alcohol Testing
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

This position is represented by a collective bargaining agreement between the City of Minneapolis and the Public Works Engineers Unit (CEN). Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire upon hire.
Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
