Position Description

Monitor the City's legislative process, participate in policy development discussions with elected officials and department staff, addressing fiscal issues, analyze the impact of budget proposals and legislative actions, and write briefing papers for department management and policy makers to increase their understanding of budget issues, and design, develop and conduct complex financial studies for assigned areas of responsibility to meet goals and expectations of the City; Develop and present analysis to determine whether resources are used efficiently and economically.

Work Location
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities

  • Monitor the City's legislative process, participate in policy development discussions with elected officials and department staff, addressing fiscal issues.
  • Analyze the impact of budget proposals and legislative actions, and write briefing papers for department management and policy makers to increase their understanding of budget issues and implications.
  • Design, develop and conduct complex financial studies for assigned areas of responsibility to meet goals and expectations of the City; Develop and present analysis to determine whether resources are used efficiently and economically.
  • Provide leadership on financial analysis in the business planning and development of budget Cycle and long-term financial projections for complex and major financial proposals, including the implementation of department business plans and labor related projections, and significant use of regarding the expenditure of resources.
  • Source and collect financial data and information relevant to the financial structure of the assigned areas of responsibility.
  • Perform financial and statistical analysis utilizing relevant data.
  • Source and analyze information on assigned projects and subject areas, preparing reports summarizing findings and presents logical and objective conclusions and alternative solutions.
  • Conduct research on project history through the review of financial records, reports, applied resources and outcomes to assist assigned areas in forecasting future opportunities.
  • Utilize financial system to support departments in their initiatives.
  • Manage the functional aspects of financial systems and update changes as required.
  • Collect and analyze information on assigned projects and subject areas.
  • Prepare written reports summarizing findings and present logic used to determine objective conclusions as well as alternatives worthy of consideration.
  • Develops and presents analysis for both long and short-term funding opportunities.
  • Work with leadership in assigned areas, identifies and analyzes opportunities for improvements in the deployment of budgeted resources.
  • Assist in the production of financial reports such as the City Budget and ACFR.
  • Provide work team leadership and strategic advice to department heads and department managers with a high degree of independence and discretion.
  • Responsible for special projects.
Required Qualifications

Minimum Education
Bachelor's Degree in Finance, Accounting or a related field

Minimum Experience
Four years of related experience including at least 2 years in a public sector environment


Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire in one month after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
Knowledge, Skills and Abilities

  • A Master's Degree in Business, Economics, Public Policy, Public Administration or closely related field is highly desirable and preferred.
  • Knowledge of public sector budgeting processes as well as operational challenges of providing a broad range of services to the public.
  • An understanding of public financing and revenue sources that exist or are potentially available to meet the resource requirement of the City.
  • Considerable knowledge of budgeting, accounting and investment principles and practices.
  • Considerable knowledge of the principles and techniques of financial analysis, including cost benefit analysis and forecasting.
  • Good knowledge of financial accounting systems and databases used in the assigned area.
  • Ability to analyze, interpret and report results of analysis.
  • Ability to present clear and concise reports, both orally and in writing.
  • Ability to establish and maintain effective working relationships at all level in the City structure.
  • Good judgment and political sensitivity.
  • Proficiency in the use of Microsoft Office products.
