What are the responsibilities and job description for the Recycling Program Coordinator position at City of Modesto?

The City of Modesto is looking for Recycling Program Coordinator to join our team! The Recycling Program Coordinator is responsible to evaluate, recommend, and implement the recycling program for the City; to coordinate recycling activities with other divisions, departments, entities, and governmental agencies; and to prepare grant applications, administer grants, and monitor legislation.

Essential and other important responsibilities and duties may include, but are not limited to, the following:  

 

Essential Functions:

 

Administer a recycling awareness program; advertise the program and conduct public relations activities; encourage citizen participation in recycling.  

 

Determine most effective method of allocating monies designated for recycling.  

 

Determine methods to modify content of waste stream to enhance combustion at waste-to-energy plant.  

 

Conduct regular and special studies; collect and analyze data; record and present findings and recommendations.  

 

Prepare and submit grants and proposals.  

 

Assist in coordinating tours of local solid waste and recycling facilities.  

 

Recommend goals and objectives; assist in the development of policies and procedures.  

 

Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.  

 

Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for budget items; monitor and control expenditures. 

 

Answer questions and provide information to the public; investigate complaints and recommend corrective action to resolve complaints, as necessary.  

 

Prepare programs to increase citizen awareness of the need to remove recyclables from waste stream.  

 

Implement procedures to improve the economic feasibility of recyclable collection services. 

 

Define the City's role in creating, implementing, managing and evaluating recycling program.  

 

Define the role of the garbage companies in collecting recyclable product and supporting program.  

 

Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.

 

Observe and maintain a safe working environment in compliance with established safety programs and procedures.

 

Marginal Functions: 

 

Perform related duties as assigned.  

Knowledge of:  

 

            Principles and practices of organization and administration.  

 

            Pertinent federal, state, and local laws, codes, rules, and regulations.  

 

            Processes of recycling waste products.  

 

            Contract and grant administration principles.

 

Public relations and advertising approaches in gaining compliance.  

 

            Technical report writing styles.  

 

            Research methods and practices.   

 

            Principles and practices of budget preparation and administration.  

 

            Principles and procedures of record keeping.  

 

            English usage, spelling, grammar, and punctuation.   

 

Office procedures, methods, and equipment including computers and applicable 


software applications such as word processing, spreadsheets, and databases. 

 

            Ability to:  

 

            Gather data and prepare clear and concise reports.   

            

            Prepare statistical and narrative reports.  

 

            Speak effectively in public.  

 

            Interpret, explain, and apply federal, state and local policies, procedures, rules, and regulations. 

            

            Identify and respond to public and City Council issues and concerns.  

 

            Organize, direct, and implement a comprehensive recycling program.  

 

Organize and coordinate the activities of community recycling groups through program planning and implementation.

            

            Establish and maintain cooperative working relationships with those contacted in the course of work.   

 

            Communicate clearly and concisely, both orally and in writing.  

 

            Operate office equipment including computers and supporting word processing, spreadsheet, and database applications. 

 

            Experience and Training Guidelines  

 

            Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:  

 

                        Experience:  

 

                        Three years of responsible experience in grant management, community service outreach programs, or a related field. Experience with recycling, waste reduction, or other solid waste programs is desirable.

 

                        Training:  

 

                        Equivalent to a Bachelor’s degree from an accredited college or university with major course work in environmental science, resource management, public administration, or a related field.  

 

                        License or Certificate  

 

                        Possession of, or the ability to obtain, a valid California driver's license.

Mobility: frequent use of keyboard; frequent sitting for long periods of time; occasional bending or squatting.  Lifting: frequently up to 10 pounds; occasionally up to 25pounds. Vision: constant use of overall vision; frequent reading and close-up work; occasional color and depth vision. Dexterity: frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching.  Hearing/Talking: frequent hearing and talking, in person and on the phone. Emotional/Psychological: frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone.  Environmental: frequent exposure to noise.

WORKING CONDITIONS 

Work is performed in a typical temperature controlled office environment subject to typical office noise and environment. Some positions may be assigned to remote locations. Positions will require occasional overtime or weekend work and travel is rare.

Salary : $74,591 - $90,661
