RELIEF OPERATOR
Pay range: $38,934 - $58,402
GENERAL STATEMENT OF DUTIES: Performs responsible operational, laboratory, and maintenance functions in a water or wastewater treatment plant. Performs semi-skilled work in maintenance and construction of water and sewer system; performs related duties as required.
DISTINGUISHING FEATURES OF THE CLASS: An employee in this class performs a variety of operational, laboratory, and maintenance duties designed to produce safe treatment of potable water, safe treatment and disposal of domestic and industrial wastewater. Employees in this class perform work involving a variety of water and sewer systems projects and related tasks. Work includes monitoring the plant’s operation through observation, mechanical readings and the results of standard chemical and biological tests and to make necessary adjustments in the process as conditions or test results dictate. Other duties include performing standard laboratory duties and tests and assisting with plant and facilities maintenance. Work also includes substantial record keeping of work activities. Work is performed under the general supervision of a Division Manager within the Utilities Department and reviewed by observation, conference, and reviewing records for adherence to operations standards, instructions, and safety practices.
ESSENTIAL JOB FUNCTIONS:
- Work involves a variety of operational and maintenance duties designed to produce safe treatment of potable water and disposal of domestic and commercial waste materials;
- Work is performed on an assigned or rotating shift;
- Makes regular tours of plant and checks engines, generators, pumps, tanks, filters, basins and other equipment for proper functioning;
- Logs daily, weekly, and monthly activities;
- Performs standard laboratory chemical and biological tests;
- Performs general preventive and scheduled maintenance;
- Assists on maintenance and repairs;
- Regulates and adjusts motors, pumps, valves and other apparatus to meet changing operating conditions;
- Performs routine building maintenance including cleaning and painting;
- Collects water and wastewater samples;
JOB RELATED PHYSICAL ACTIVITY REQUIREMENTS: This position involves work requiring the employee to exert up to 50 pounds of force occasionally and less force frequently to move objects. Physical activity related to this position may include climbing, stooping, kneeling, crouching, reaching, standing, walking, pulling, lifting, fingering, grasping, feeling, talking, hearing and repetitive motions. Sufficient visual acuity is required to prepare and analyze data and figures; use a computer terminal; visually inspect and assemble small parts involved in the operation of machines and determine if small defects are present and use measuring devices. An employee in this position will be exposed to indoor and outdoor environmental conditions; subject to hazards including work in high places, exposure to working mechanical parts, electrical currents, and exposure to chemicals; and subject to extreme heat and cold, noise and vibrations, and working in narrow or close quarters.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Working knowledge of the operating characteristics and maintenance requirement of water treatment plant/wastewater treatment plant; working knowledge of applicable federal, state, and local laws, ordinances, and permitting requirements; working knowledge of the occupational hazards of the work and of necessary safety precautions; some knowledge of standard laboratory test and procedures used in a water treatment plant/wastewater treatment plant; some knowledge of hydraulic, chemical and mechanical principles pertinent to water treatment plant operations; ability to detect flaws in the operation of mechanical equipment and to determine proper remedial measures; ability to conduct routine laboratory test; ability to understand and follow moderately complex oral and written instructions; ability to read meters, charts, and technical manuals and drawings accurately and to maintain records of shift operations; ability to train subordinates; ability to establish and maintain effective working relationships with peers and superiors.
ACCEPTABLE EXPERIENCE AND TRAINING: Graduation from high school or GED and some experience in water and/or wastewater treatment; or an equivalent combination of education and experience.
ADDITIONAL REQUIREMENT: Must possess a valid North Carolina Driver's License. Certification at Grade C by the State of North Carolina for water treatment or Grade 1 by the State of North Carolina for wastewater treatment or the ability to obtain within 1 year of hire Grade C water treatment certification.
