DESCRIPTION
The purpose of this class within the organization is to conduct heavy manual labor in the repair, construction, maintenance and inspection of the water, re-purified water, and wastewater systems.
EXAMPLES OF ESSENTIAL DUTIES
Essential Functions:
- Must be able to communicate with others in spoken and written English to ensure the safe and efficient operations of the business.
- Removes old and damaged water and sewer services and replaces according to codes and requirements.
- Gathers the necessary equipment, parts and materials that are necessary to complete the assigned tasks for each day.
- Assists the operator by observing all excavation to ensure that it is done in a safe and timely manner.
- Digs around marked and unmarked utilities with shovels, trowels, picks and various hand tools to prevent unnecessary damage to utilities and lines.
- Fixes water leaks on main lines, fire hydrants, and service lines.
- Resets, raises and lowers manhole castings, valve boxes, fire hydrants, water meters and sewer clean out boxes, using grade rings, valve blocks, concrete, brick, mortar and fire hydrant extensions.
- Removes debris and prevents infiltration and blockage issues.
- Maintains, services and cleans all tools, trucks and equipment.
- Inventories all parts within trucks and facilities.
- Installs new sewer, water and re-purified main lines and services.
- Repairs asphalt, forms, pours, and finishes concrete in sidewalks, gutters, and driveways where excavation has taken place.
- Rods stopped sewers for the removal of roots and various types of debris in order to restore service to customers.
- Sets up the necessary signs, cones and safety equipment to ensure a safe and functional work zone.
- Makes water taps on various sizes and types of main lines.
- Sets manholes according to proper grade and seals all incoming and outgoing main lines and joints using hydraulic cement.
- Participates in standby duties, which involves working alone or with co-workers at night, weekends, and holidays to resolve situations that occur after normal business hours.
- Performs other work as assigned.

TYPICAL QUALIFICATIONS
Minimum Education and Experience Requirements:
- Requires High School graduation or GED equivalent.
- Previous experience in maintenance of municipal water and re-purified water distribution systems, and wastewater collection system is preferred.
- Must have a valid driver's license.
- Must have or the ability to obtain American Red Cross CPR and First Aid within 12 months from date of employment.

Wait Period

MEDICAL
Medical care and hospitalization benefits are provided by BLUE CROSS BLUE SHIELD OF TN (BCBST). Employees may choose from either a PPO (Network P) or HRA plan design based upon the plan that best serves their personal needs. Both plans include Office Visits, Urgent Care, Hospitalization, Ambulance, Maternity, Infertility, Chiropractic, Diagnostics, Mental Health and Substance Abuse.
Medical benefits also include, at no additional cost, access to Teladoc (24/7 access to a medical provider), diabetes support and blood pressure management.
The City pays a portion of the employee’s total insurance premium for either plan, including any enrolled dependents. The employee’s shared portion amount is payroll deducted pre-tax (tax-free) each pay period.
PRESCRIPTION DRUGS
The City’s 4-tier prescription drug plan is managed by MEDIMPACT PHARMACEUTICAL SERVICES.
Mail Order service for maintenance prescription drugs is provided by BIRDI PHARMACEUTICALS. It is designed to save you time and money by allowing you to receive home delivery and a 90-day supply of medication for the 60-day cost with free shipping.
Walgreens Pharmacy is an out-of-network provider.
DENTAL
Dental coverage is provided by DELTA DENTAL OF TENNESSEE. The Dual Network PPO and Premier Plan provide coverage for diagnostic and preventive services, basic restorative (e.g. fillings, simple extractions, oral surgery, gum and bone treatments and root canals), major (e.g. crowns, bridges, partial and full dentures, and implants) and orthodontics (straightening of teeth; all ages).

VISION
Vision coverage is provided by BLUE CROSS BLUE SHIELD OF TN - EYEMED. The plan provides coverage for annual eye exams, new frames once every 12 months ($135 allowance), new lenses once every 12 months and contact lenses once every 12 months - in lieu of lenses/frames ($135 allowance) for elective and 100% covered if contacts are medically necessary.
Employees pay 100% of elected vision benefits through payroll deductions, pre-tax (tax-free).
FLEXIBLE SPENDING ACCOUNTS (FSA)
The City offers a Healthcare FSA and a Dependent Care FSA benefit (Section 125 Cafeteria Plan) through INSPIRA. Eligible expenses include, but are not limited to, insurance premiums, copays, and certain medical and dependent care expenses paid with pre-tax dollars on an annual set-aside basis per the annual amount selected (payroll deduction amounts are based upon number of pay dates in, or remaining in, a calendar year).
The maximum amount employees can contribute in 2025 to the Healthcare FSA is $3,300. In this plan, you may carryover up to $660 of unused funds into the next year (2026).
The maximum amount an employee can contribute in 2025 to the Dependent Care FSA is $5,000. If you participate in this plan, you must use all the money in your account by year-end.
LONG TERM DISABILITY (LTD)
Long Term Disability (LTD) insurance coverage is provided to City employees at no cost to the employee by MADISON NATIONAL. In the event a full-time employee becomes totally disabled, and, after a 90-day elimination period, the employee can apply to receive long-term disability benefit payments. LTD is a monthly benefit equal to 60% of the employee's pre-disability monthly compensation. The City coordinates with Social Security benefits, in that, the LTD benefit amount and any SS benefit amount, combined, shall not equal more than 60% of the employee’s pre-disability monthly salary.
SHORT TERM DISABILITY (STD)
Short Term Disability (STD) insurance is available to, and 100% paid by, the employee. STD plans are 100% administered by AFLAC. STD benefits can help with out-of-pocket expenses in the event you experience a personal accident or sickness. Benefit options vary per the number of elimination days for benefits to begin: 0/7 days, 7/14 days, or 14/14 days. The maximum benefit period per claim is 3 months, or 12 weeks. Pre-existing exclusions may apply. The STD benefit plan is 100% employee-paid by payroll deductions.
BASIC TERM LIFE & ACCIDENTAL DEATH & DISMEMBERMENT (AD&D) Basic Term Life and AD&D insurance benefits are provided by MINNESOTA LIFE at no cost to the employee. Employees receive Basic Term Life insurance benefits in the amount of two (2) times the employee’s annual budgeted salary rounded to the next $1,000, with a maximum benefit of $350,000.
AD&D benefits are equal to the amount of the employee's Basic Term Life coverage amount. The AD&D coverage reduces at age 70 by 50%.
VOLUNTARY LIFE
Additional Voluntary Term Life benefits are available to employees, their spouses, and eligible dependents through MINNESOTA LIFE. Premiums for employees and spouses are based on age and the amount of coverage selected. The maximum coverage allowed for the employee is $500,000, and for their spouse, $250,000. The employee and spouse coverage is subject to underwriting.
Newly hired employees’ (only) guaranteed issue amount cannot exceed $250,000 (no health questions asked), with their spouse guaranteed up to $50,000.
Child Term Life is guaranteed up to $20,000 (birth up to age 26) for each child, with increments available in $10,000, $15,000, and $20,000.

Employees can enroll in a gym membership to obtain access to the athletic facilities at either Patterson Park Community Center or Sports Com, plus Boro Beach is included in the membership. Employees only pay the taxes on the benefit received, which is payroll deducted.
Full-time employees can enroll any dependent(s) who is also eligible for benefit coverage. Children must be under the age of 26.
EMPLOYEE ASSISTANCE PROGRAM (EAP) – Eligible on Hire Date! Your mental health and wellbeing matters! Employees, their spouse, and dependents have immediate access to the City’s Employee Assistance Program (EAP) through CIGNA, at no cost to the employee. Employees hired after June 30, 2010, are eligible to enroll in the City’s Retirement Programs administered by MISSION SQUARE.
401(a) Plan – Mandatory Plan Participation
- Employees hired after June 30, 2010, are required to participate in the City’s 401(a) Plan with a mandatory contribution of a 3% pre-tax deferral amount.
- The City will contribute a matched amount of exactly 3% into your 401(a) Plan.
- You do not pay taxes on the money in your account until you withdraw it.
457 Plan – Voluntary Participation
- A 457 Plan is available for employees who want to contribute an additional amount to a non-qualified, tax-advantaged deferred-compensation plan.

Vesting

LONGEVITY PAY –Employed during a full fiscal year (July 1 to June 30)!
Annually, the Mayor and City Council may give a discretionary longevity bonus. This is a means by which full-time employees can be rewarded based upon their length of continuous service. Longevity pay is calculated by multiplying the total fiscal years of continuous service by a dollar amount, if any, to be approved by the Mayor and Council. Longevity is paid on the first Friday of the month of December of the current year.
Example:
(1) An employee hired on or before July 1, 2025, will be eligible for Longevity pay, if any, December 2026.
(2) An employee hired on or before July 1, 2024, will be eligible for Longevity pay, if any, December 2025.

PAID VACATION LEAVE – Eligible on Hire Date - Hours are Earned Daily!
Vacation Leave is accrued (“earned”) by all regular, full-time employees who are actively at work, per pay period, and based on total hours paid (including hours worked over the employee’s regular schedule, and as defined by the City’s polices). Vacation Leave will continue to accrue if an employee is away from work and they are using a type of paid time off.
Vacation hours may be taken once earned and are scheduled based on the employee’s regular work shift (e.g., a 7.5-hour workday schedule will accrue Vacation at a 7.5-hour accrual rate and may be scheduled daily at a maximum of 7.5 hours). All requests to use Vacation Leave must be approved by the Department Head.
As an employee’s length of service increases, the accrual rate for Vacation increases also.
Unused, accrued Vacation hours at year-end will roll over into the new year.
