What are the responsibilities and job description for the Budget Analyst position at City of Murfreesboro?
The purpose of this position is to process accounts payables and receivables, assist Department Director or designee in budget development, research and recommend grant opportunities, and ensure general oversight of Departmental account ledgers. Drafts City Council agenda letters. Reviews and processes requisitions and coordinates with staff to assist with acquisition and budget processing.
Essential Functions:
Must be able to communicate with others in spoken and written English to ensure the safe and efficient operations of the business.
Budgeting and Account Processing
- Reviews requisitions and processes purchase orders and invoices for supplies and equipment.
- Conducts research regarding grants and other department related budgetary/accounts issues.
- Analyzes departmental account trends and anomalies.
- Assists with budget development utilizing enterprise budget/financial software suite.
Communicating with persons outside the Organization
- Communicates with vendors, agency representatives, and staff to resolve discrepancies and disputes.
- Contacts vendors for required information, documentation and procedures and serves as a liaison between the department, and vendors.
Written Communication
- Writes narratives and completes all other aspects for grant applications.
- Writes and/or edits formal departmental documentation including City Council letters, standard operating guidelines, etc.
Evaluation of information to determine compliance with standards
- Analyzes all account payables and receivables to ensure they meet all departmental, City, State and Federal guidelines.
- Understands and articulates ordinances, purchasing policies, and account lines.
- Reviews all purchase orders and requisitions for completeness and accuracy.
- Ensures compliance and completes reports for grants.
Establishing and maintaining interpersonal relationships
- Establishes good working relationships and rapport with vendors, internal departments and managerial staff.
- Performs other work as assigned.
Physical Demands:
- Performs sedentary work that involves walking or standing some of the time and involves exerting up to 25 pounds of force on a regular or recurring basis.
Minimum Education and Experience Requirements:
- Requires a bachelor's degree or education and training equivalent to four years of college education in business, liberal arts or related field.
- Requires over one year of closely related experience.
