What are the responsibilities and job description for the Director-Finance position at City of Murfreesboro?
The purpose of this class within the organization is to oversee, manage, and administer the overall operation of the Finance department.
Essential Functions:
Must be able to communicate with others in spoken and written English to ensure the safe and efficient operations of the business.
Serves as lead contact with annual audit; supervises staff and assists with development of audit work papers, journal entries, and narrative; solves reporting issues as raised by independent auditors; studies new reporting standards and ensures appropriate application. Supervises month-end and year-end closing activities; approve all journal entries and enters into software system; reviews account balances and sends to staff for corrections.
Oversees the development of the annual budget; directs staff and collaborates with City Manager's office to provide accurate information and helpful forecasts; provides one-on-one assistance to departments. in budget development; reviews and verifies documentation. Manages debt payments, schedules, and budgeting; supervises staff to ensure spending is in accordance with loan documents and being properly recorded; coordinates with arbitrage specialists to ensure we meet required IRS standards; collaborates with financial advisors.
Oversee activities of tax and license staff; defines policy and trains staff on new laws or procedures; meets with State & County officials regarding tax issues and advises on City needs. Attends City Manager meetings, Council meetings, meetings for special projects, and planning meetings; presents financial information as necessary; researches information needed as requested.
Oversees beer licensing and advise staff regarding application and payment issues; supervises billing and collection process of beer and liquor taxes and disseminates information to wholesalers; communicates with State inspector for licensee problems.
Manages banking and supervises staff utilization of all bank accounts; handles opening and closing accounts, coordinates opening of retainage accounts with developers, and authorizes employee access and sets usage policy on accounts.
Management:
Oversee daily operation of department. Develops processes and procedures needed for efficient departmental operations.Delegate authority to appropriate level of decision making. Assure consistent training and development is provided throughout the department. Prepare departmental plan for emergency operations.
Budget:
Prepare departmental budgets. Oversee departmental revenue collection and expenditures. Monitor departmental revenue and expenditures in relation to budgeted amounts. Exercise authority for expenditures up to $10,000. Assist with salary reviews to align compensation with market.
Personnel:
Recommend staff levels of department. Prepare job descriptions in accordance with City policies. Retain personnel needed to perform operations of department consistent with budgeted appropriations. Assess personnel during probationary periods and appropriateness of continued retention. Perform performance evaluations on not less than annual basis. Assess employee discipline when necessary.
Additional Duties:
Performs other work as assigned.
Physical Demands:
Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
Minimum Education and Experience Requirements:
Requires a bachelor's degree in Business, Accounting, or closely related field.
Requires ten years of professional level accounting experience.
Special Certifications and Licenses:
Must possess the designation of Certified Public Accountant (CPA) and be licensed to practice in the State of Tennessee.Must be designated as a Certified Municipal Finance Officer (CMFO) by the State of Tennessee or obtain certification within two (2) years of employment or meet exemption requirements. Must have ability to become certified as a City Recorder by the State of Tennessee. Must have a valid driver's license.
