Job Overview:
The Engineering Field Supervisor performs routine engineering work and inspection of municipal and private engineering projects. They assist in various phases of major projects under general supervision of the Engineering and Project Manager.
Essential Functions:
Completes inspections on street, watermains, storm sewers, and sanitary sewer projects.
Completes inspections on engineering projects during and after construction is completed.
Responsible for communicating with the public regarding engineering projects, permitting, codes and basic city operations. Communications may occur outside of regular business hours.
Required to have knowledge of all codes and specifications regarding City infrastructure.
Assists Engineering and Project Manager and engineering consultants in the development of engineering plans and designs.
Prepares or assists with the preparation of engineering computations, estimates, surveys, statistics, and minor designs.
Coordinates projects between engineering department and other departments.
Collaborates with various utility companies, contractors, property owners and varying private and governmental agencies in the placement of City infrastructure.
Coordinates timelines between entities to ensure work is completed in a timely manner in compliance with codes and standards.
Responsible for approving permits for construction within City Right-of-Way for driveways, street cuts, and connections made to City infrastructure.
Responsible for maintaining documentation and records of all city inspections, and other field work.
Operates city vehicles.
Other Duties:
Conducts traffic studies and presents the findings to appropriate boards including Board of Works.
Assists with the hiring of new employees within the engineering department.
Responsible for the layout and placement of all new traffic control devices and implementing traffic work orders.
Reviews blueprints, construction plans and drawings for permits, driveways, street and roadway construction and connections to City infrastructure.
Responsible for updating City infrastructure maps when necessary.
Assists in analyzing quotes and bids and in developing recommendations for acceptance of City projects.
Assists in analyzing and determining cost estimates for City projects.
Performs all other related duties as assigned.
Qualifications:
Extensive knowledge of practical application of state statutes, local codes, ordinances and specifications regarding infrastructure design and construction; residential, commercial and industrial development; drainage, sewers; and traffic control.
Working knowledge of all tools used in the daily operation of the department.
Working knowledge of computer and computer software.
Working knowledge of management principles.
Working knowledge of AutoCAD & GIS software.
Ability to:
Interpret blueprints, plans and drawings for all types of construction projects.
Work independently to solve a varying degree of problems.
Supervise and direct assigned personnel, including interviewing applicants, hiring, making work assignments, evaluating, providing corrective instruction and terminating employment as needed.
Effectively communicate orally and in writing with co-workers, other City departments, public officials, regulatory agencies, contractors, and the public.
Develop effective working relationships with Elected Officials, private sector professionals, residents, and city employees.
Handle sensitive situations and maintain composure to tactfully address difficult situations.
Use surveying equipment including level, and an electronic distance measuring device.
Work on several tasks at the same time, plan and layout assigned work projects and work alone and with others in a team environment with minimum supervision.
Physical Demands:
Requires frequent sitting, standing or walking.
May require lifting of over 30lbs for extended periods.
Some work is completed outside, and may cause exposure to loud noises, vibrations, and extreme weather conditions.
Required to wear all required safety equipment normally on a construction site.
Required to work in a safe manner in accordance with OSHA Standards.
Educations:
High School Diploma or GED equivalent required.
Associate or bachelor’s degree in engineering or surveying preferred.
2 years’ experience in engineering, surveying or utilities preferred.
Environmental Elements:
The essential functions of this job are performed in the field and may require travel to and from job sites, conferences, and meetings.

Valid Driver’s License required for use of City Vehicles
