I. Summary of Position
The Public Health Data Systems Specialist will play a critical role in data modernization efforts for the New Orleans Health Department. This position will improve organizational data systems and processes, develop more modern and efficient data infrastructure, and increase data operability so that, long-term, the Department can have stronger public health foundational capabilities and increased availability and use of public health data. The work of the Public Health Data Systems Specialist will be grounded in data and evidence to inform planning and implementation, the value of community partnerships, and a commitment to diversity and health equity. This position will allow the Department to expand the collection of data to fill much-needed data gaps, fully utilize available data for program planning and evaluation, and connect siloed systems to facilitate collaborative interventions. As a part of the Strategic Performance and Partnerships team, the Public Health Data Systems Specialist will work alongside staff specializing in data analysis and management, quality improvement, and strategic planning.

III. Duties and Responsibilities
A. Core Functions (provide at least 3):
· Research and maintain knowledge of current best practices and innovations in public health sciences and information technology
· Conduct regular assessments of organizational data needs and gaps
· Develop and maintain an organizational data strategy that is in alignment with current business practices, health data standards, and organizational priorities and core plans
· Define supporting policies and procedures that will facilitate the implementation of the organizational data strategy
· Monitor the application of ethical principles in accessing, analyzing, using, maintaining, and disseminating public health data and information across the organization
· Define and manage the flow of data and dissemination of information within the organization, as well as to partners and stakeholders
· Identify relevant data sources, both internal and external, and establish plans for data management that is aligned with organizational data strategy
· Facilitate, coordinate and monitor implementation of solutions for integration of data systems ensuring technical functionality, data accessibility, accuracy, and security
· Manage end-to-end data infrastructure from platform selection, technical architecture design, application development, testing and implementation of the proposed solution
· Coordinate and collaborate with cross-functional teams, stakeholders, and vendors for the smooth functioning of the enterprise data system
· Identify, develop, and maintain strategic relationships with cross-sector partners to facilitate the creation of shared multi-sector data landscapes leveraged for more equitable health outcomes
· Facilitate mutually beneficial community partnerships for the inclusion of community voice in the design, development, refining, and use of a shared community data ecosystem
· Seek and apply for opportunities to fund data related initiatives as needed; if awarded, support the management of funds and meeting deliverables as appropriate

· Participate in the Health Department’s emergency response activities as needed.

V. Qualifications and Skills
A. Minimum Qualifications and Skills Required by Department:
· A Bachelor’s degree from an accredited college or university in public health, data, informatics, or related field and four (4) years of professional experience related to data integration, data governance, interoperability, visualization, database management, or data systems design and implementation
Or
A Master’s Degree from an accredited college or university in public health, data, informatics, or related field and two (2) years of professional experience related to data integration, data governance, interoperability, visualization, database management, or data systems design and implementation
· Knowledge of information technology systems, data governance, health data standards, and data privacy and security
· Experience with Microsoft Office; Outloook; and software for database management, visualization, and statistical analysis
· Adept at building relationships and collaborating with teams of diverse stakeholders
· Strong problem solving and strategic thinking skills
· Demonstrated ability to establish new systems and processes
B. Other Qualifications, Skills, and Competencies:
· Ability to manage time and adapt to changes in deadlines
· Ability to recognize when an issue needs further attention from a supervisor and inform management so that the problems can be addressed
· Proficient in written and oral communication
