TITLE:Clean Neighborhood Inspector
DEPARTMENT/DIVISION: Public Works
NUMBER OF VACANCIES: One (1) Provisional
Grade 16B $19.1397- $26.6221 per hour
**Must be a resident of Niagara Falls, NY within 6 months of appointment**
DISTINGUISHING FEATURES OF THE CLASS: The work involves the responsibility for supervising and inspecting all commercial and residential garbage, refuse and grass areas in the City of Niagara Falls to ensure compliance with City ordinances and rules in accordance with established procedures. The incumbent is responsible for supervision of assigned seasonal and temporary employees and performance of administrative duties in connection with issuance of citations, violation reports and follow-up duties. The Clean Neighborhood Inspector is also assigned zoned enforcement of Community Development target areas. General supervision is received from the Director of Parks and Public Works and/or the Deputy Director of Parks and Public Works. The Clean Neighborhood Inspector performs related work as required.
TYPICAL WORK ACTIVITIES:
Supervises and directs daily operations of assigned seasonal and temporary employees assigned to Clean Neighborhood program;
Inspects and investigates all commercial and residential garbage areas to ensure compliance with City ordinances pertaining to garbage, refuse, grass, weeds, snow obstructions, and illegal parking, on city on lots
Issues Order of Clean-up on the doors of improved properties and follows up with letters to owners and/or occupants;
Works with the courts and various departmental divisions to provide accurate records of all inspections, warnings and orders of cleanup issued;
Appears in court when necessary to press compliance of City ordinances;
Sends out orders of cleanup and handles phone inquiries;
Assigns work to a yearly weed-cutting contractor from Spring to Fall and follows up on work performed;
Acts as a liaison with block club groups and steering committee participant on yearly Clean Sweep activities (i.e., Spring Cleanup, etc.);
Keeps records of inspections and prepares reports as required by the Director of Parks and Public Works and/or designee.
Responsible for various administrative and program support duties related to the Clean Neighborhood Services.

Good knowledge of organizational concepts required for the implementation of special projects; ability to plan, organize, & coordinate, ability to research and collect information & data; ability to communicate effectively both orally and in writing; ability to establish & maintain effective working relationships; ability to evaluate projects; ability to assemble data & prepare evaluation reports; ability to identify problems & develop solutions; tact and courtesy in dealing with the public; good judgement; dependability; physical condition commensurate with the demands of the position. Moderate physical activity that may include walking, sitting, standing, stooping, bending, reaching, lifting and carrying.
Will be exposed to extreme heat, cold, dry, wet, odors, smoke, loud noises, vibrations, dust or intense light. May be exposed to chemicals including cleaners, solvents, paints and other potentially toxic agents, aggressive animals and/or people.
MINIMUM QUALIFICATIONS:
A) Graduation from High School or possession of a High School equivalency diploma and (4) years of experience in a position involving general construction or the general maintenance of buildings, parks or facilities, (1) year of which must have been at an administrative or supervisory level.
NOTE:
At least (4) years of appropriate experience is required; additional education or training beyond high school cannot be substituted for the appropriate experience.
Special Requirement: Candidate must possess a valid New York State Driver’s License at time of appointment. Must obtain OSHA 30 certification within (1) year of appointment
