What are the responsibilities and job description for the Crisis Intervention Specialist/Social Worker position at City of Noblesville?

Incumbent serves as Crisis Intervention Specialist for the Police Department, responsible for providing case management and connecting citizens to community-based resources, assisting in the mitigation of trauma, recidivism, and high-volume 911 utilizers. Ensures effective client case management services are provided to community members, in collaboration with NobleACT personnel. Triages incoming referrals to the NobleACT program and conducts follow-up assessments/case management of client needs, including connection to additional resources, development of safety plans, teaching of coping strategies, advocacy for client care, coordination between client and prospective resource, and socialization supports.
 
Responds to scene of crisis and/or critical incident, providing support and advocacy services to victims and/or witnesses. Provides crisis intervention services and assessment guidance to officers on scene. 
 
Develops and maintains community relationships with strategic partners. 
 
Develops and maintains mental health/crisis response trainings for Noblesville Police and Fire personnel. Conducts community-based crisis intervention trainings for local businesses, schools, and organizations. 
 
Maintains accurate and actionable data records on mental health, addiction, and homelessness trends. 
 
Identifies grants, technical assistance, and best practices for NobleACT program. Ensures program compliance with Health Insurance Portability and Accountability Act (HIPPA).
 
Represents the Noblesville Police Department and NobleACT program on various boards and coalitions. Bachelor’s or Master’s Degree in Social Work, Counseling, Psychology, or related field. Minimum five (5) years-experience working in a public safety setting, correctional facility, community mental health setting, public health, hospital, or field-based capacity or equivalent combination of education, training, and experience. Ability to obtain professional certifications, licensures, and training as directed.
 
Ability to communicate in the Spanish language preferred.
 
Working knowledge of social services and resources available in Central Indiana. Ability to provide guidance, assistance, and interpretation regarding mental health supports, laws, and guidelines.
 
Working knowledge of City geography, including roads, subdivisions, schools, and businesses.  Ability to read and interpret detailed maps.  
 
Ability to collect, review, organize, and analyze data, utilizing a variety of references, descriptions, advisory data, and information.
 
Ability to effectively communicate orally and in writing with co-workers, other City departments, and the public, including utilizing compassion, empathy, and being sensitive to professional ethics, gender, socioeconomic backgrounds, cultural diversities, and disabilities.
 
Working knowledge of Standard English grammar, spelling and punctuation, and ability to maintain accurate records, prepare detailed reports, type with speed and accuracy, perform simple arithmetic calculations, properly operate a variety of standard office equipment, including computer, printer, calculator, copier, fax machine, camera, video recorder, and telephone. Working knowledge of Microsoft Office Programs, such as Word, Excel, Outlook, Teams, and SharePoint, as well as other department database systems and other software applications as may be necessary to perform essential job functions.
 
Ability to manage multiple clients and work on several tasks at the same time, setting priorities, and completing assignments effectively and on deadline amidst frequent distractions and interruptions.
 
Ability to work alone and with others in a team environment with minimum supervision, often under time pressure.
 
Incumbent occasionally works extended evening or weekend hours and may be contacted during special/emergency situations as needed.
Ability to positively promote the image of the City of Noblesville, Noblesville Police Department, NobleACT program to the media and the community. Ability to make public presentations as needed.
 
Ability to handle tasks in changing and stressful circumstances; includes ability to maintain control of emotions and actions and to make rapid decisions.  Ability to calm and comfort individuals who are distraught, ill or injured.
 
Ability to maintain confidentiality of highly sensitive data.
 
Ability to operate vehicle and specialized equipment while driving, including in-car radio and in-car computer, and in inclement weather.  Uses care and caution when operating vehicle and follows all traffic laws and department policies. 
 
Ability to utilize a variety of tools, equipment and supplies to effectively employ and maintain proficiency. Uses care in the use of City vehicles and equipment.  

Possession of a valid Indiana driver’s license, a demonstrated safe driving record, and must remain insurable through the City of Noblesville’s liability insurance carrier.  (Refer to the Civilian Personnel Policy for additional information.)Work Schedule - 9:00 a.m. - 5:30 p.m., Monday - Friday

Incumbent maintains frequent contact with co-workers, other City departments, related county departments, and the public for purposes of exchanging and explaining information, interpreting and enforcing ordinances, and resolving code violations.
 
Incumbent reports directly to the NobleACT Supervisor.

Incumbent performs duties outdoors and in a vehicle, which may involve sitting and/or standing/walking for long periods, handling/grasping/fingering objects, hearing sounds/ communications, pushing/pulling /lifting/carrying objects weighing up to 25 pounds, climbing stairs, reaching, bending, and exposure to smoke, toxic chemicals, noxious gases/fumes, extreme temperatures, inclement weather, traffic hazards, bloodborne pathogens and other infectious materials, communicable diseases, and violent/distraught individuals. Universal health/safety precautions must be followed at all times to avoid infection and/or injury to self and others.
 
Incumbent occasionally works extended evening or weekend hours and may be contacted during special/emergency situations as needed.

This position is identified as having occupational exposure to blood and other potentially infectious materials.

Salary : $56,618 - $62,899
