The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use addiction, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.
Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. The City of Norfolk is seeking a Clinical Coordinator to join the NCB. This position is responsible for the direct clinical supervision of staff in the Emergency Services Program as well as provides assessment to individuals in crisis, providing or linking the individual and/or significant others with needed mental health services in the least restrictive setting, thus diverting individuals, when possible, from State Hospital care to community-based care. Provides rotating on-call services. Provides collaborative development of program processes, SOPs, and community relations.
Preferred Education and Experience:
A Master’s Degree that is eligible to become a, LCSW (Licensed Clinical Social Worker), LPC (Licensed Professional Counselor), LMFT (Licensed Marriage and Family Therapist), and LSATP (Licensed Substance Abuse Treatment Practitioner).
Must be certified or certifiable in Basic First Aid and CPR.
Signing Bonus: This position is eligible for a one-time $5,000 signing bonus.

Department Hiring Salary: $57,385
Essential functions include but are not limited to:
- Provides consultation and supervision to staff, as assigned, and assists the Emergency Services Supervisor in evaluating their performance.
- Identifies staff training needs and recommends strategies to meet those needs.
- Evaluates crisis telephone calls and determines the type of response needed.
- Provides phone counseling in the office and face?to?face crisis counseling in the office and in the community (e.g. hospital emergency rooms, agency offices, residences).
- Completes pre?admission screening evaluations and facilitates obtaining Temporary Detention Orders in accordance with mental health services policies.
- Provides expert testimony to the Norfolk Courts for assigned commitment cases regarding the consumer's history, behavior and least restrictive treatment alternative.
- Initiates, completes, and maintains program records and documentation in accordance with policies and procedures.
- Assists in the development and implementation of special projects, policy development or revision.
- Assists the Emergency Services Supervisor in performing human resource functions such as interviewing, selection recommendations, employee performance reviews, disciplinary action and handling leave requests.
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through six (6) years of college resulting in a Master's degree in a Human Services field; or an equivalent combination of training and experience.
Three (3) years of clinical experience in a management and/or administrative role.
