The City of Oakland is currently recruiting to fill one (1) Urban Economic Analyst II vacancy within the Economic & Workforce Development Department's Business Development Division. The current vacancy requires bilingual language skills in Spanish, Cantonese, Vietnamese, or Mandarin.
The Business Development Division leads business recruitment and retention efforts, small business support initiatives, and the City’s equitable economic recovery and growth strategies. Some of the initiatives the division manages include:
The Neighborhood Business Assistance (NBA) program which assists small business owners and those interested in starting a business in Oakland by sharing information on available loans and grants and connecting with partners that provide support and insight on navigating the City's business permitting process.
The Neighborhood Business Improvement District (BID) program, which generates funds to provide cleaning, security, and marketing services within affected districts.
The Façade and Tenant Improvement Program (FTIP), which provides grants to businesses to improve their properties.
The coordination of responses across various City services to improve cleanliness and safety in commercial corridors.
The Marketing Program, which increases access to and knowledge of Business Development programs, as well as other business support and funding opportunities for Oakland businesses through regular email communications, social media, the Business Development Division webpages, as well as direct outreach.
As an Urban Economic Analyst II, you will join the dynamic and collaborative Business Development team, working on the Neighborhood Business Assistance Program to support small business by providing direct one-on-one support, as well as the Façade and Tenant Improvement Program to support and guide businesses through city processes to implement their projects and receive reimbursement. You will also help to design and implement additional programs as needed to stimulate business attraction, retention, and expansion, and otherwise support the division as priorities evolve. You’ll respond to requests for help from businesses and work with other city departments and outside organizations to help businesses thrive!

Urban Economic Analyst II
License or Certificate / Other Requirements:
Individuals who are appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.
The City of Oakland works with a Civil Service system. Applicants apply online, and HR staff reviews their experience, education, and training listed on the application against the “minimum qualifications” listed for each position.
Candidates who demonstrate that they meet the minimum qualification requirements are then invited to participate in an assessment process (or testing) to measure their knowledge, skills, and abilities in job-related areas.
For this recruitment, all qualified applicants will be will be sent a Behavioral Consistency Questionnaire, which will then be evaluated and rated by subject matter experts. You’ll have seven (7) days to complete the questionnaire once it is sent to your email. This is tentatively planned to launch during the week of August 28, 2023.
Candidates who pass each stage in the process will be placed on one of the two eligible lists. Some candidates may receive extra points, for example, if they are a Veteran with an honorable discharge, or if they are a current City of Oakland resident. If you’re applying to a “restricted” posting and you are eligible as a current City employee, you may also receive additional points for your City service.
