Summary: Provides direction, leadership and general oversight to the City's Utilities Department. Facilitates the development of strategy and policy in collaboration with the City Manager's Office and other City departments. Responsible for organizing, directing, and coordinating the activities of several major utility services including Utilities Administration, Water/Sewer Collection Distribution, Water/Wastewater Treatment & Lab Services.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Plans, organizes, coordinates, supervises, and evaluates programs, plans, services, staffing, equipment, and infrastructure of the Utilities Department.
  • Establishes goals and objectives for departmental operations and implements appropriate strategies to achieve departmental goals consistent with City goals.
  • Issues written and oral instructions. Maintains regular and effective communications with departmental employees.
  • Assigns duties and reviews employee performance for conformance to established work performance standards and policies and procedures.
  • Provides information to management & other departments, and citizens related to the operations of the Utilities Department.
  • Manages the Utilities department's operations consistent with City policies and procedures, and applicable State and Federal regulations.
  • Coordinates the Department's activities with other City departments and agencies to ensure a consistent approach towards common projects and interests.
  • Responsible for oversight of preparation and documentation of departmental budget requests; administers adopted budget in assigned area of responsibility.
  • Responsible for the maintenance of infrastructure and other records.
  • Supports the departmental operations with regular and timely attendance.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Minimum Qualifications:

Education, Training and Experience Guidelines: A bachelor's degree in engineering, public administration, business administration, or a related degree from an accredited university, plus 5 years of increasingly responsible professional experience working with water utilities, including 3 years of supervisory experience, is required. A combination of education and experience in lieu of these requirements will be considered. A valid Texas driver's license is required.


Knowledge of:

  • Knowledge of pertinent federal, state and local laws, codes, ordinances and regulations.
  • Knowledge of organizational and budgeting aptitude as well as project coordination and negotiating experience.
  • Knowledge of design, construction, operation and maintenance of water and wastewater systems.
  • Knowledge of municipal organization, administration, and budgeting.

Skill in:

  • Skill in observing, reading, and interpreting written materials.
  • Skill in written and oral communication.

Ability to:

  • Ability to write and review reports, memos and other correspondence.
  • Ability to use a computer.
  • Ability to effectively communicate with City Council, Boards and Commissions, City Officials, employees, residents, local businesses, volunteers, downtown business interests, contractors and developers.

License and certification requirements: A valid Texas State Driver's License is required.

Physical demands and working environment: Ability to sit, stand and transport self from building to building. Ability to drive a vehicle to and from various work sites.
