As a Facilities Manager, you may be eligible for the following benefits per the OMMA MOU:
 
  • BILINGUAL PAY: A regular full time employee may receive bilingual pay at the rate of $50.00-$125.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.
Other Benefits Include:
  • MEDICAL AND DENTAL CAFETERIA: For employees hired on or after January 1, 2023, the City will contribute $1,774.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance. 
  • DEFERRED COMPENSATION: The City contributes 1% to a deferred compensation program. 
  • LIFE INSURANCE: City employees receive Basic Life Coverage ($5,000) AD&D ($10,000) 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance. 
  • TUITION REIMBURSEMENT: Full-time employees are eligible for 75% reimbursement for work related coursework up to a maximum of $5000 per fiscal year. 
  • VACATION/ANNUAL LEAVE: Leave accrual rates vary between 6.24 – 11.78 hours per pay period based on years of service. 
  • ADMINISTRATIVE LEAVE: Management employees are not compensated for overtime worked.  However, the department director may authorize up to 40 hours of administrative leave in one year. 
  • HOLIDAYS: The City observes 12 holidays per year 
 
COST OF LIVING ADJUSTMENT
  • Pursuant to the OMMA MOU, effective the first full pay period of July 2024, the City shall provide a 3% increase in salary to all employees

The City of Oxnard's Public Works Department is seeking a Facilities Manager with strong organizational skills and excellent oral and written communication skills. We seek candidates that have a positive and energetic leadership style who have a willingness to take a "hands on" approach to develop a strong team within the division. Strong analytical and project management skills as well as the ability to develop and recommend comprehensive solutions are required. In order to effectively manage the administrative and supervisory functions involved in this role, candidates must have experience supervising training, motivating and reviewing employees.  

As a Facilities Manager for the City, you will play a pivotal role in ensuring the efficient management and maintenance of facility resources. Your dedication to delivering safe, sustainable, and high-quality services will create a positive environment for building occupants and visitors alike. We are seeking a visionary candidate who can provide strategic leadership, overcome complexities, and implement a comprehensive strategy to drive operational excellence.

WHAT YOU'LL DO: 

  • Plan, coordinate, prioritize, and monitor the work of crews involved in the construction, repair, and maintenance of City facilities  that includes janitorial services.

  • Provide day to day leadership to assigned crews; monitor work activities to ensure safe work practices, work quality and accuracy; ensure compliance with applicable rules, policies and procedures; coordinate the work of the division with other City departments, outside agencies, or concerned community groups; assist in the formulation and implementation of divisional goals and objectives; supervise and participate in developing plans, work processes, procedures, and systems to achieve goals and monitor division performance.

  • Select, supervise, train, and evaluate the performance of division personnel; establish performance goals for crews and individual employees; assume responsibility for motivating and training assigned personnel; initiate discipline procedures as appropriate.

  • Develop schedules and methods for performing assigned duties; maintain appropriate work records and documents which may include timesheets and work orders; prepare statistical and/or analytical reports; prepare and administer budgets for assigned program areas; prepare requisitions for materials and supplies; and assist in the preparation of equipment specifications.

  • Attend community and citizen meetings.

CLASSIFICATION SUMMARY:
This class is the seventh level in a seven-level Maintenance and Operations Series devoted to maintaining and repairing City property, equipment, facilities, and infrastructure and providing  services and programs through the performance of semi-skilled and skilled labor and technical work. Incumbents supervise a major operational program or function, serve as a second level supervisor of multiple first-level supervisors, as well as other staff. As assigned, work may include planning and administration of  budgets; organizing and implementing programs; developing policies and procedures; handling and resolving escalated complaints; and preparing reports and other documents.

DISTINGUISHING CHARACTERISTICS:
This classification is distinguished from the Maintenance Crew Supervisor in that it oversees a major operational program or function and serves as a second level supervisor.

PAYROLL TITLE/CLASSIFICATION: Maintenance & Operations Superintendent

SUPERVISION EXERCISED / SUPERVISION RECEIVED:
Incumbents supervise professional, paraprofessional, and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure, or in consideration of risk management.

WORK SCHEDULE: 
The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am to 5:00pm. In addition, this position may be required to be available to work additional hours in response to peaks in workloads, activation of the Emergency Operations Center, and changes in department needs.  

BACKGROUND CHECK:
The candidate selected for this position will be required to complete a thorough background investigation, including a reference check and DOJ/FBI live scanning process.

Supervises staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures. 

Plans, coordinates and supervises assigned maintenance and operations programs and functions; monitors processes to ensure the achievement of work quality standards, and adherence with operational and safety policies and procedures.

Reviews and evaluates programs, processes, and operating performance; recommends, develops, and implements program enhancements and procedures to maximize quality and effectiveness.

Investigates, analyzes, and resolves operational issues; responds to inquiries and complaints; interprets and explains policies and procedures; plans and implements adjustments, improvements, and solutions.

Monitors and administers maintenance and service contracts; evaluates proposals; assists in negotiating contracts and vendor/contractor selection; reviews scope of work for projects and monitors progress and quality as specified within the contracts.

Provides support in preparing and monitoring assigned budget; manages expenditures and inventory in accordance with the operating budget.

Performs other duties of a similar nature and level as assigned.

Coordinate the work of the division with other City departments, outside agencies, or concerned community groups.

Assist in the formulation and implementation of divisional goals and objectives. Supervise and participate in developing plans, work processes, procedures, and systems to achieve goals.

Resource Optimization: Systematically review and allocate resources efficiently, addressing facility-related issues with urgency and precision.

Asset Management: Emphasize comprehensive condition assessments, long-term planning, and asset management policies rooted in proven best practices.

Data and Documentation: Prioritize robust data management systems and processes to maintain accurate and up-to-date asset information.

Asset Lifecycle Management: Take a holistic approach to asset management, considering present condition, estimated life expectancy, and future demands to inform budgeting and planning.

User-Centric Approach: Encourage feedback and engagement from building occupants and users, fostering continuous improvement and elevating service standards.

Continuous Improvement: Dedicate efforts to evaluating and enhancing the service model based on feedback, ensuring consistent exceedance of expectations.

Innovative Planning: Integrate sustainability, modernization, and financial considerations into strategic planning to meet evolving facility goals.

Collaborative Decision-Making: Collaborate with senior management and field staff, fostering data-driven quality decision-making processes that enhance service quality and efficiency.

The following are the minimum qualifications necessary for entry into the classification:

EDUCATION: 

  • Associate’s degree in building construction, maintenance trade field, environmental studies or field related to assignment

EXPERIENCE:

  • Five (5) years of facilities management experience
  • Two (2) years of supervisory experience

LICENSING/CERTIFICATIONS/OTHER: 

  • Valid California Class C Driver’s License with a satisfactory driving record.

  • Must be able to communicate in English effectively both orally and in writing. 

DESIRABLE QUALIFICATIONS: 

  • Strong leadership skills with the ability to provide a vision for the department.
  • Strategic thinking and problem-solving abilities to overcome complexities and challenges.
  • Demonstrated experience in creating an environment for operational excellence, including consistent processes, workflows, attention to detail, and continuous improvement.
  • Excellent communication and interpersonal skills.

Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.

 

This position requires a 12 month probationary period.
