MINIMUM TRAINING & EXPERIENCE

Graduation from high school supplemented by course work in fire prevention, and 1 to 2 years of experience in structural inspections or related work required. Experience in plan review is preferred. Must possess a valid Florida Driver's License and have an acceptable driving record and maintain an acceptable driving record.

SPECIAL REQUIREMENTS:

Possess and maintain a Certificate of Compliance as a Fire Safety Inspector from the Florida Bureau of Fire Standards.

EMERGENCY DECLARATION STATUS

Non-essential employees may be required to work during a declared emergency and may be required to work during an undeclared emergency or in the aftermath of an event associated with a declared emergency. On an incident by incident basis, the employee's Department Head will make the determination when the employee will be required to work.

GENERAL STATEMENT OF JOB

Under general supervision, performs specialized administrative and technical work in the inspection of commercial and multi-family buildings for compliance with applicable state and local fire and building codes. Work involves inspecting buildings for fire and safety hazards: interpretation, application and enforcement of city and state fire codes pertaining to new and existing commercial and multi-family buildings. Employee is also responsible for analyzing, processing and reviewing building plans and specifications detailing new or modified construction for adherence to applicable fire and building codes and types of materials used in commercial and multi-family construction. Employee must check plans and specifications for proposed installation to ensure the codes and ordinances have been followed. Employee must exercise independent judgment in applying the codes to a variety of work situations. Work may also involve responding to scenes in a support role. Reports to the Fire Marshal.

SPECIFIC DUTIES & RESPONSIBLITIES

ESSENTIAL JOB FUNCTIONS
Conducts life safety inspections of existing commercial establishments and multi-family residences to determine the existence of fire hazards, the efficiency of fire protection equipment and general compliance with state and City fire codes and fire prevention standards.

Conducts life safety inspections for special events.

Conducts technical inspections of new building construction or building modification for conformance with applicable city and state building codes; inspects all work upon completion, giving final approval to work that meets applicable codes.
Advises owners, builders and contractors on fire safety, and reviews and processes plans and specifications submitted for building permits, checking for compliance with existing codes and standards.
Investigates complaints of fire safety hazards, compiling data and ordering actions to comply with codes and ordinances, as applicable.
May be required to be on call after hours, which includes some nights, weekends and holidays for investigations of fires of suspicious nature or involving injury or death to determine their cause; collects physical evidence, sketches fire scene, interviews witnesses or suspects, etc.; prepares documentation of all investigative action for presentation to Fire Marshal and/or Deputy Fire Chief; testifies in court, as necessary.
ADDITIONAL JOB FUNCTIONS
May testify on behalf of the City and Fire Prevention at code enforcement hearings for appeals by businesses or property owners concerning fire inspection findings.
Performs other related work as required.

This position is covered under the IAFF Local, 2446 Rank & File or Fire Supervisors Collective Bargaining Agreements.

Health Insurance: Health care plan options include HDHP, OAPIN and OAP through Cigna.

Dental Insurance: Dental coverage is offered in three plans that include DHMO & PPO High/Low plans.

Vision Insurance: Vision coverage includes an annual eye exam, frames and lenses or contact lenses in lieu of eyeglasses.

Life Insurance: The City of Palm Bay provides each employee with life insurance in the amount of one time their annual base salary at no cost. Additional coverage is available at the employee's cost up to the Guaranteed Issue amount of $250,000.

Dependent/Spouse Life Insurance: The City of Palm Bay provides each employee with dependent/spouse life insurance in the amount of $5,000 per dependent at no cost. Additional coverage is available at the employee's cost.

Short Term Disability: Coverage pays 66 2/3% of employee's annual base salary during a short-term disability period not to exceed 26 weeks.

Long Term Disability: Coverage pays 66 2/3% of employee's salary at time of disability after a 180 consecutive day waiting period.

Defined Contribution Retirement Plan: City contributes a base of 3%. Employees may contribute up to 6% and the City will match the employees contribution.

Holidays: 10 holidays, 1 floating holiday and 1 birthday holiday.

Paid Leave: Accrue 96 hours of vacation and sick leave per year. Accrued hours increase after 5 years of service based on years of service.

Tuition Reimbursement: Upon completion of the initial probationary period, employees are eligible for tuition and book reimbursement for college level courses for Associate's, Bachelor's and Master's Degrees. (Currently frozen due to budget)
