Associates degree in Accounting or closely related field with 4 years of experience in accounting and payroll work, or a Bachelor's degree in accounting or closely related field and 2 years of experience in accounting and payroll work. Payroll experience required to be in a high-volume payroll processing environment. Knowledge of computerized payroll and financial systems is required. Previous experience in a full function in-house payroll processing position is preferred. Must possess a valid Florida Driver's License and have and maintain an acceptable driving record.
Code 2 - Non-essential employees will not be required to work during a declared emergency but may be required to work during an undeclared emergency or in the aftermath of an event associated with a declared emergency. On an incident by incident basis, the employee's Department Head will make the determination when the employee will be required to work.
Under general supervision, performs complex payroll and accounting work involving the application of accounting principles to a variety of financial transactions and records. Depending on the assignment, performs calculations and computation of numerical data, computer input, coding, verifying, reconciling, filing and other payroll related and accounting duties. Work involves assisting the Paymaster with the preparation and processing of City payroll and to prepare and reconcile accounting data for state and federal quarterly and annual payroll reports. Working with the Paymaster, responsible for preparing, verifying and processing payroll transactions for fringe benefits, insurance, retirement and payroll deductions. In the absence of the Paymaster, will be responsible for preparing the bi-weekly employee payroll and related payments and withholdings Work involves assembling, coding and processing invoices, check requests and other accounting data. Work involves verifying accuracy of calculations, preparing reports and maintaining files. Responsible for assuming the duties and responsibilities of Paymaster in his/her absence. Reports to the Paymaster.
ESSENTIAL JOB FUNCTIONS
Responsible for assisting the Paymaster with the preparation and processing of payroll to include all tasks necessary for payroll processing.
Performs payroll functions including data entry, processing, reporting and record keeping.
Ensures payroll deductions and withholdings for disbursement are accurately prepared for input.
Maintains and updates cafeteria plan records and reconciles to billings.
Reconciles quarterly tax reports to general ledger.
Reconciles deduction and withholding totals to general ledger liability accounts.
Provides retirement information to Police and Fire Pension Board.
Provides employment verification information.
Assists with accounting functions as needed.
Researches data and prepares special reports.
Responsible for verifying fiscal records. Reviews and balances documents such as invoices, time cards, payroll reports and other payroll-related records, vouchers and ledgers.
Provides accounting related support to the Personnel and Benefits sections such as account reconciliation and insurance analysis.
Supervises the Payroll section in the Paymasters absence.
May supervise other staff assigned to assist with payroll functions.
