MAJOR FUNCTIONS
This is a supervisory non-exempt position with some leadership responsibilities. Responsible for
complex and specialized construction, maintenance, repair and operational work performed by the Maintenance Division of the City's Streets and Drainage in Public Works Department. Strong working knowledge and experience in construction, repair and maintenance of bridges, asphalt, concrete, turf management, pipe laying, masonry, carpentry, demolition of structures, tree trimming and removal, heavy equipment, hand tools (power and manual), National Pollutant Discharge Elimination System (NPDES) standards, maintenance of traffic (MOT) and work zone safety and storm water standards. This includes work in the routine day-to-day construction, maintenance, repair and operation of bridges, roadways, alleys, sidewalks and stormwater drainage systems on City facilities, infrastructure and related public works projects. Work is performed under the general direction of the Public Works Director.
This position is designated as emergency essential position that requires performance of emergency duties and actions to prepare, repair, and recover the City before, during, and after any adverse storm events (hurricane, tornado, tropical storm, winter storm, flooding, severe thunderstorm, ice storm, etc.) or other conditions (natural or manmade).
ESSENTIAL DUTIES
These are intended only as illustrations of the various types of work performed. Manages, supervises and participates in a variety of maintenance and construction activities and personnel activities such as:
· Performs as the first line supervisor of foremen working in the Maintenance Division and second line supervisor of craftsmen assigned to the Maintenance Division.
· Plans, directs, assigns, inspects, approves and supervises the work of equipment.
operators, trades workers (concrete, asphalt, masonry) and maintenance workers engaged in construction, maintenance and repair projects.
· Assigns priorities to work projects.
· Transfers team members from one project to another as workload changes.
· Coordinates the use of available equipment to obtain maximum utility and convenience.
· Checks each project for progress and conformance to work plans.
· Recommends changes in work plans when indicated.
· Furnishes cost estimates to the Maintenance Superintendent for proposed construction or repair jobs.
· Demonstrates knowledge of City policies and assures foremen require their team members to comply with all City policies, practices and procedures.
· Assures the proper use and care of all facilities tools, equipment, materials and vehicles assigned to their crew.
· Promotes safety practices and assures all incidents and accidents are properly reported and handled according to City policy.
· Resolves complaints from the public concerning City maintenance issues.
· Assures time and work records are maintained as required. Prepares reports as required.
· Supervises and leads foremen.
· Attends meetings and keeps necessary records.
· Prepares budget information in support of the Maintenance Superintendent as required.
· Directs, organizes, and implements maintenance activities of assigned cost centers.
· Recommends promotion, hiring and appropriate disciplinary action for personnel.
· Provides support to other Departments and Divisions within the City.
· Must be available for duty outside regular working hours.
· Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
· General and technical knowledge of the maintenance and repair of the current road and storm water construction and maintenance methods.
· Knowledge of the use and maintenance of modern road construction equipment, ditch digging and mowing equipment, large and small dump trucks, machinery, tools, etc.
· Knowledge of local and state environmental requirements as related to rights-of-way, streets, bridges and storm drains.
· Knowledge of the occupational hazards and safety precautions peculiar to this type of work.
· Knowledge of City, County and DOT Street and Storm water systems.
· Knowledge of effective supervisory techniques.
· Ability to establish and maintain effective, cooperative and team focused working relationships with leaders, team members, other departments and the general public.
· Ability to establish and implement an effective safety program for team members.
· Ability to plan, schedule and supervise the work of others in a manner conducive to effective work performance and high morale.
· Ability to exercise judgment and initiative in interpreting and carrying out written/oral
instructions, which may be general in nature.
· Ability to read and understand plans and specifications.
· Ability to plan, lay out, supervise effective preventative maintenance and service call
programs involving assigned cost centers.
· Ability to prepare clear and concise reports and maintain required records.
· Ability to operate surveying equipment to determine grades and elevations, record, read and interpret elevation readings.
MINIMUM QUALIFICATIONS
· Graduation from high school or have a GED equivalent.
· A minimum of four year's progressively responsible public works experience, preferably at the local government level with one year at supervisory level.
· Must possess valid Driver’s License
A comparable amount of training or experience may be substituted for the minimum qualifications.
